MOTION: to approve findings re denial of appeal, E1 Camino Real /Broadway <br />Building, S. Si nnot <br />1) On September 2, 1987 the Zoning Admi nistrator of the City of Redwood City <br />issued an architectural permit to Samuel Sinnott and Company on behalf of <br />Clair Robison ("Appellant"), conditionally approving a proposed addition <br />and remodeling of an existing retail facility located a 2655 and 2653 <br />Broadway, Redwood City, California (the "Project"). Condi ti on 3 of the <br />architectural permit requires that the Appellant submit a sign progran <br />f or appro val pri or to occu pa ncy of the P ro j ect . <br />2) On June 8, 1988 the Zoning Administrator conditionally approved a sign <br />program in accordance with the aforesaid condition of the architectural <br />permit which limited the number of separate signs to two per tenant (for <br />a total of 14 such signs) and which disapproved Appellant's request for <br />five signs to be located on the parapet area of the Project. <br />3) Appellant appealed from the denial of the parapet signs and the aforesaid <br />two signs per tenant limitation. <br />4) The standards governing the issuance of architectural permits include <br />consideration of: (i) sufficient variety and design of the structure and <br />grounds to avoid monotony in external appearance and (ii) the extent to <br />which excessive ornamentation is to be used (Section 45.8a,d, Zon . Ord. <br />No. 1130, as amended). <br />5) The number and location of the signs as proposed by Appellant would <br />create the appearance of monotony because, as to those signs which would <br />be placed on awnings for the tenants, the signs would provide virtually <br />an unbroken line of advertising across the front of the Project, and as <br />to the parapet signs, they would likewise provide monotonous repetitive <br />advertising. Similarly, the signs as proposed by Appell ant would <br />constitute excessive ornamentation clearly of a commercial nature <br />detracti ng f rom the aesthi c standards sought to be created i n the area i n <br />which the Project i s located . <br />6) Conforming the number and placement of signs to the sign program approved <br />by the Zoning Administrator would not inhibit identification of the <br />businesses associated with the signs so as adversely to affect them. <br />7) For the foregoing reasons the appeal should be denied and the decision of <br />the Zoning Administrator should be, and hereby is, affirmed. <br />MINUTE ORDER NO. 88 -122 <br />19.
