Public Hearing - Appeal of the decision of the <br />Zoning Administrator denying permission to conduct <br />Home Occupation as manicurist, 1261 Jefferson Avenue <br />- Yolanda Miani, appellant (continued closed from <br />7/25/88) (see Minutes of 7/25/88) (203 -06) <br />Affidavits of Publication of Notice of Hearing and of Mailing are on file. <br />Vice Mayor LaBerge noted that the public hearing was continued closed and <br />invited Council members to question the appellant. <br />Yolanda Miani, 1261 Jefferson Avenue, replied to questions from Council <br />members relating to her proposed hours of operation and parking arrangements <br />for customers. <br />In response to questions, Planning Director Patterson said that no permit is <br />issued in connection with home occupations as long as the occupation meets <br />zoning requirements and does not create traffic or parking problems. Mr. <br />Patterson observed that 44 property owners in the neighborhood were notified <br />and none have objected. <br />M /S: Claire /Bury to grant the appeal and to reverse the decision of the <br />Zoning Administrator and allow permission to conduct Home Occupation as <br />manicurist, 1261 Jefferson Avenue by Yolanda Miani with the stipulations: <br />that the neighborhood is so close to commercial use that it will not in any <br />way change the character of the neighborhood or cause parking or traffic <br />problems there; and that the property is served by main thoroughfares rather <br />than narrow residential streets and offstreet parking for customers will be <br />provided by the property owner. <br />The motion carried on the following roll call vote: <br />Ayes: Councilmen Buchan, Bury, Claire and Vice Mayor LaBerge <br />Noes: Councilman Stangel MINUTE ORDER NO. 88 -124 <br />---------------------------------------------------------------------------- - - - - -- <br />ORAL COMMUNICATIONS <br />a. Thetis Pappas, Seahorse Lane, said that residential parking requirements are <br />obsolete and that insufficient private space is required. She also urged <br />that more parking be constructed downtown. <br />b. Terri Texeira, Sequoia YMCA, referred to the YMCA sponsored "Back on Track <br />Fun Run" to be held on Sunday morning, August 28, 1988 and for which Council <br />permission was granted (RESOLUTION NO. 10833, 7/25/88). Ms. Texeira asked <br />the City to contribute to the event in the amount of the $723.94 estimated as <br />cost of providing police services. <br />Reg.Mtg.
