Item No. 12 (continued) <br />City Manager Smith said that a copy of the proposed ordinance was submitted to <br />Local 715 SEIU, but staff has no objection to discussing it. <br />M /S: Bury /LaBerge to continue consideration of the adoption of the proposed <br />ordinance until staff and SEIU repesenta tives have met and to report back at a <br />future Council meeting. <br />Carried unanimously by voice vote. <br />MINUTE ORDER NO. 88 -159 <br />---------------------------------------------------------------------------- - - - - -- <br />WRITTEN COMMUNICATIONS <br />14. Letter from Quality of Working Life 10/4/88 <br />Mayor Greenalch noted that the request is for the City Council member to be <br />an observer only at QWL Steering Committee meetings. <br />In response to question regarding the appropriateness of Council members <br />serving in any role on the QWL Steering Committee, City Attorney Schricker <br />said that a mere observer would not violate the City Charter, but there is a <br />proviso regarding consulting and avoiding getting into an influencing <br />posture. <br />Councilwoman Buchan volunteered to accept the observer position offered by <br />QWL. <br />M /S: Claire /Buchan to send Councilwoman Buchan to the Steering Committee <br />meetings of the Quality of Working Life Program as the Council's designated <br />representative. <br />CHANGE OF MOTION: At the suggestion of Councilman Bury that it might be <br />appropriate for Council to decide whether or not Council wishes to have a <br />designated representative before a nomination for the position is made, <br />Councilman Claire, with the consent of his second, removed the name of <br />Councilwoman Buchan from the motion. <br />The motion failed on the following roll call vote. <br />Ayes: Councilmen Buchan, Claire <br />Noes: Councilmen Bury, LaBerge, Murray, Stangel and Mayor Greenalch <br />M /S: Murray /LaBerge that the Mayor write the QWL Steering Committee to thank <br />them for their interest in having a Council member as an observer and to <br />indicate that the City Council welcomes the opportunity from time to time to <br />attend meetings as observers in the future. <br />The motion failed by majority voice vote determined to be 3 -4 <br />Mayor Greenalch said he will reply to the communication from QWL reporting <br />Council action on the matter. <br />MINUTE BOOK NO. 48 <br />Page No. 208 <br />Reg.Mtg.A <br />10/10/88 <br />Page 7 <br />MEMO 10/11/88 <br />
