!:, 40 <br />the time required by said statute,and that necessary work and progress should be continu- <br />ously made thereafter, until said rail -road is entirely completed. <br />Petitioner alos believes that a condition should be inserted in the said franchise re- <br />quiring the successful pzrchaser thereof to not only pay the amount Which shall be bid for <br />said franchise,and the necessary expenses to be connected with the advertising of said <br />franchise for sale,but also the expense which will attend the filling in of Center street <br />necessary to permit the laying of said rail -road tracks thereon. <br />Petitioner respectfully represents that the construction of a street rail -road along, <br />across and over the streets, roads, avenues and high -ways of said Town of Redwood Citytwill <br />prove beneficial to the said Town and the residents thereof ,and will in the opinion of <br />petitioner promote the welfare and prosperity of the Town and its residents. <br />In view of the intention to extend the line of this street rail -road to the Woodside <br />countrY,it is to be expected that the possibilities of transportation that Will be afford- <br />ed to people will prove an inducement to the rapid sale of territory in Woodside In small <br />tracts,thereby adding to the population of the County,and necessarily fostering and improv_ <br />Ing business conditions In Redwood City. <br />Petitioner further desires to state that if this franchise is sold to him,it is pro- <br />posed to assign same to a Corporation not yet formed or existing,but which will be created <br />for the purpose of building said rail -road through said Town and to said Woodside. That <br />said proposed Corporation iA intended to be a popular one,and that all people desiring to <br />purchase stock therein may do Boland have full and free voice in all matters connected <br />therewith. <br />As a financial venture the petitioner does not believe the business of said proposed <br />rail -road will in the immediate future provoke heavy results,but If the people generally <br />interested in the Welfare of Redwood City and the Woodside country will take part accord- <br />ing to their means in the construction and ownership of said rail-road,they will be re- <br />M'unerated in the increased values of their property,and the new life which will be infused <br />Into the business cOmmunity,and unquestionably the futurewill discover that the road will <br />bring in fair returns upon the money invested. <br />Your petitioner therefore respectfully requests that this petition and application be <br />filed by Your order and direction,and that thereupon your Honorable Board shall In the ex- <br />ercise of Your discretion make the necessary order directing the proper advertisement of <br />notice of this appllcation,and of your intention to grant the same, and that said adver- <br />tisement be published In one or more papers published in said Town of Redwood City,as.re- <br />Quired by the provisions of the statute hereinbefore referred to,and that said advertise- <br />4ent state that bids for the sale of said franchise will be received at a time and place <br />to be therein ststed,and that said franchise will be awarded and sold to the highest bid- <br />der as required by daid statute. <br />Respectfully submitted, <br />Ed -W.
