<br />That the public intereat,and public necessity of said Municipality,

<br />Town, to -wit: The improvement and extension of the public system of electric lights
<br />now owned, maintained and operated by said Town, which said improvement's consist in
<br />altering, enlarging and extending the said public system of`electric lights ,and the
<br />acquisition ,construction,completion and, installing of such material and apparatus
<br />as may be necessary therefor.
<br />That the estimated cost. of said improvement and extension of the public
<br />system of electric lights above referred to , is the sum of Five Thousand ( $5000 ) Doliars,

<br />That the cost of all the said improvements and the cost of each or
<br />or either of them, is too great to be paid out, of the ordinary annual income and revenue
<br />of the said Town of Redwood City, and said improvements, and each thereof, will require
<br />an expenditure greater than the amount allowed for such improvements, or either or any
