u 455 MINUTES OF REGULAR MEETING REDPIOOD CITY COUNCIL MARCH 7, 1932 7:30 P M Upon roll call, the following Councilmen were present: Mayor D R Stafford, H A Beeger, C J Hildebrant, Wm J Dusel, C G Lambert, Paul A McCarthy, Geo w McNulty. City Clerk 13 E Myers. The minutes of the meetings of February 15 and February 29.were approved, on motion of Councilman McCarthy, seconded by Councilman Beeger. In a communication signed by R. Manning, lease agent, the Southern Pacific Company requested the Council to deed back a certain parcel of. land along Pennsylvania Avenue at the foot of Hamilton Street inasmuch as the City seemed to have the intention of using the land for purposes other than those included in the original grant. The Clerk was instructed to acknowledge the letter and explain that the matter was being given consideration. In the meantime the City Manager was to get in touch with Mr. Clark of the firm of Hare, Brewer and Clark and report back at the next meeting. The Loyal Order of Moose in a letter signed by its secretary indicated that they endorsed the proposed library bond issue to appear on the ballot at the next election. The proposed amendment to the taxi ordinance came up for hearing but was laid over. The Riwanis Club in a letter signed by the Secretary, J.D. Hedge, thanked the Council for its contribution toward the work being done by the Relief Committee headed by Z.T. Thorning. The matter of levying penalties on delinquent 1915 Act assessments was laid over until the second meeting in April, on motion of Councilman Dusel, seconded by Councilman Beeger. The Redwood City Lions Club by its President, Thos. W. Cutting, supported the request recently made by the Redwood City Promotion Association that the ordinance restricting the distribution of hand bills, etc., be amended t6 include residential districts. The Clerk was instructed to acknowledge the letter and also to explain that the Council had taken some action by requesting the opinion of the local merchants concerning such an amendment. On motion of Councilman McCarthy, seconded by Councilman Hildebrant, there was introduced an ordinance which the City Attorney explained covered the necessary and desirable procedure for all local improvements of the City superseding the State laws under the 1911—Act and the 1915 Act, etc., but embodying within the ordinance most of the desirable features of the State Statutes. Councilman Dusel, seconded by Councilman Hildebrant, offered resolution authorizing and calling a general municipal election in the City of Redwood City on Monday the eleventh day of April, 1932, for the purpose of electing four members of the City Council and also voting on the proposition to incur a bonded indebtedness of $60,000 for a new library. Unanimously carried. Following the adoption of this resolution, there was introduced, on motion of Councilman McNulty, seconded by Councilman Dusel, an ordinance calling a special municipal election in this City for the purpose of voting on the proposed $60,000 bond issue for the new library. Following a general discussion on the water situation and the equipment owned and operated by Leonard & Holt, it was decided, on motion of Councilman Beeger, secaBed by Councilman McCarthy, that the City Manager and Engineer make a general survey of this water system and report back to the Council. On motion of Councilman McCarthy, seconded by Councilman Lambert, an appropriation of $50 was ordered for the Girl Scouts. Departmental reports were ordered filed.
