<br />Section 49a, CONTRACTS: All
<br />contracts, except where the ex-
<br />penditure involved does not ex-
<br />ceed (he sum of Five Hundred
<br />Pullers ($500.00), shall be made
<br />and enterer[ into upon competitive
<br />bidding in the manner and form
<br />has provided in Section 07 of this
<br />Charter, and all powers and duties
<br />therein conferred or Imposed upon
<br />the City Council are, in relation
<br />to all matters connected with the
<br />port, hereby conferred and Im-
<br />posed upon the Board, and all
<br />powers and duties therein coh-
<br />ferred or Imposed upon the City
<br />Manager are, in relation to all
<br />matters connected with the part,
<br />hereby conferred and imposed up-
<br />on the Pori. Manager. Pians and
<br />specifications at the time of pub-
<br />lication of notice inviting such
<br />bidding must be on file +in, the
<br />office of the Board, subject to
<br />public inspection. „

<br />Section 49d. LIBERAL .CONS
<br />STRUCTION: If nor s e c t 10 n,

<br />clauses, words, or provisions of
<br />this amendment shall not be af=-
<br />fected thereby. All the provisions
<br />of Sections 47 to 50a of this

<br />Section 49e. CONFLICT WITH
<br />OTHER SECTIONS: T h a provi-
<br />sions of Sections 47 to 50a of this
<br />,Charter shall supersede and con -
<br />trot all other provisions of tire
<br />Charter in conflict therewith. To
<br />ail other extents, the powers, du-
<br />ties, and f u n c t ions heretofore
<br />vested in the Council, or any of
<br />the officials, boards, or depart-
<br />ments of the City shall be unirn=
<br />paired.
<br />Section 50. PORT AREA: The
<br />"Port Area" referred to in Sec-
<br />tions 47 to 50a of this Charter
<br />shall '-nbluda all property fronting
<br />on Rselwood Creek or its tribu-
<br />tary streams, or on San Fancisco
<br />Bay, t y r o ,, within Township 5
<br />South, Runge 3 West, Monto Dl -
<br />able meridian, which is now, or
<br />may hereafter be, within the City
<br />of Redwood City or owned or
<br />possessed by the City of Redwood,
<br />` City, and such other property as
<br />may hereafter. be placed' within
<br />said "Port Oren" by the C I t y
<br />Council of Redwood City.
<br />Section 50a. AMENDMENT EF-
<br />FECTIVE:
<br />FFECTIVE: For the purpose of ap-
<br />pointing the members of and orgaan-
<br />izi&g the Board, the Amendment
<br />shall take, effect immediateiy.upon
<br />Its ratification by the Legislature;

<br />Notwithstanding anything in tilts
<br />chnrter or to any ordinance of the
<br />city passed in pursuance thereof,
<br />the city council shall have discve,
<br />tion to contract or arrange, with

<br />purpose of having said county as-
<br />sess and cu:lett all city taxes,
<br />provided, however, that the City
<br />of Redwood City shall as provided
<br />In this charter fix the annual tax

<br />AND MMUS, said ordinance calling and ordering said special municipal
<br />election was duly published as required by law and by said ordinance as appears from
<br />the affidavit of Vera M. Clements of Redwood City Tribune on file in the office of
<br />the City Clerk of the City of Redwood City; and
<br />MRIEAS, it appears that said special municipal election was held in
<br />accordance with law and with said call, on the 11th day of June, 1936, as aforesaid,
<br />and that the polls at said election were kept open during the time required by law,
<br />and that said election was held and conducted and the votes thereat received and
<br />canvassed, and the returns thereof ascertained, determined and declared, all as
<br />provided by the laws of the State of California and by said ordinance; and
<br />WHBSREAS, on this day, to -wit, Monday, the 15th day of June, 1936, at the
<br />hour of 5:00 oIclock p. m., the Council of said City of Redwood City met at its
<br />usual place of meeting and has canvassed the returns of said election as required
