424 building, including necessary equi ment but not including the purchase of books (herein called the °Projects) by making.,a grant to the City of Red- wood City (Herein called the "Applicant").in the amount of 45 percent of the cost of the Project upon completion; as determined by the Federal Emergency Administrator of Public Works.(herein.:catled the "Administrator"), but not to exceed, in any event, the sum of $36,285. if 2.
