It Is requested that <br />the civil law enforcement agen- <br />cies and State and local govern- <br />mental bodies within the areas af- <br />fected by this Proclamation assist <br />the Ninth Regional Civilian Defense <br />Board In the enforcement hereof. <br />SECTION 2. Said Public Procla- <br />mation No. 12, In addition to <br />amending Public Proclamation No. <br />10 as hereinabove set forth, con- <br />tains the following paragraphs: <br />B. This proclamation shall become <br />effective October 25, 1942, except <br />those provisions of Subsection 2 <br />(b) (1) hereof, concerning street <br />and highway lights, which shall <br />become effective November 12, <br />1942. <br />C. The recitals set forth in the <br />first three paragraphs of said <br />Public Proclamation No. 10 are <br />hereby reaffirmed. Except as here- <br />inbefore expressly amended, all the <br />provisions and determinations ex- <br />pressed in said Public Proclama- <br />tion No. 10 shall remain in full <br />force and effect.,_ <br />SECTION S. The City of Red- <br />wood City hereby recognizes the <br />civil and military necessityfor the <br />concurrent enforcement of the pro- <br />visions of Public Proclamation No. <br />10, as amended as aforesaid, by <br />the City of Redwood City and the <br />Federal Government. <br />SECTION 4. The City of Red- <br />wood City is within the Zone of <br />Restricted Lighting, designated and <br />established by SECTION 2 of said <br />Public Proclamation No. 10 as <br />amended as aforesaid. <br />SECTION 5. Whoever on or af- <br />ter October 25, 1942, ,shall commit <br />any act in the City of Redwood <br />City contrary to the provisions of <br />either SECTION 2 or SECTION 3 <br />of Public Proclamation No. 10 as <br />amended as aforesaid, which <br />amended proclamation is herein- <br />above set forth in full, shall be <br />guilty of a violation of this ordi- <br />nance which violation shall consti- <br />tute a misdemeanor and upon con- <br />viction thereof shall be punishable <br />by a fine of not to exceed $300.00 <br />or by imprisonment for not to ex- <br />ceed three months, or by both such <br />fine and imprisonment. <br />SECTION 6. If, as and when any <br />modification, amendment or substi- <br />tution of or for said Proclamation <br />No. 10, or said Proclamation No. <br />12 referred to In SECTION 1 here- <br />of is hereafter made, Issued or <br />promulgated by the Commanding <br />General of the United States Army, <br />Commanding Western D e f e n s e <br />Command and Fourth Army, this <br />ordinance shall be deemed to be <br />likewise amended automatically to <br />conform thereto, effective on the <br />date of effectiveness of such modi- <br />fication, amendment or substitution <br />thereof or therefor. <br />SECTION?. The Chief of Police <br />is hereby authorized, directed and <br />empowered to prepare and promul- <br />gate such rules and regulations <br />and revisions and amendments <br />thereof, as may, in his discretion <br />be necessary to carry out the ex- <br />press intent of this ordinance or <br />any amendment hereof. Said rules <br />and regulations shall be published <br />once in the official newspaper of <br />the City and shall become effective <br />at 5 o'clock P. M. on the day next <br />following the day they are so pub- <br />lished. Copy of said rules and regu- <br />lations shall be filed at the office <br />of the Chief of Police. <br />SECTION 8. Repeal. Any and all <br />ordinances, or parts thereof, in <br />conflict with the provisions of this <br />ordinance are hereby repealed, but <br />only to such extent as conflict may <br />exist. <br />SECTION 9. Severability. If any <br />provision of this ordinance or the <br />application thereof to any person <br />or citizen or property is held in- <br />valid, such Invalidity shall not af- <br />fect any other provision or the <br />application thereof, which can be <br />given effect without the invalid <br />provision or application and to this <br />end the provisions of this ordinance <br />are declared to be severable. <br />SECTION 10. Emergency Meas- <br />ure.
