He stated in his report that he doubted if the Council or Mayor had any right to appoint a mem- ber of the City Council or the City Manager,tp act. as an advisor to a corporation such as the W!nCs and Anchor Club, however, if the members of the City Council or City Manager were willinC; to. act in an advisory capacity he did not see why their willingness could not be given official sanction and he did not belieye this actio thrust any liability upon the city or the City Council for the acts of the directo_ of the club or for the activities of its officers.
