16 <br />E <br />■{ <br />first quarter of 1948. There is sufficient pipe on order to take care of most <br />of the subdivision work underway with the exception of the Redwood Terrace <br />project. There will be needed for this project 3600' of 6" pipe and 3300 of. <br />8" pipe'. Mr. Blom asked to be authorized to order the additional pipe as an <br />extension of the existing order with United States Pipe and Foundry Company <br />4 <br />with prices subject to market conditions and freight rates at the time of <br />i <br />delivery. He explained there is sufficient money in the water department to <br />provide for this expenditure. Councilman Granger moved, seconded by Council- <br />man <br />ouncil-man Armstrong, that the City Manager be authorized to order additional water <br />pipe as requested. Motion passed unanimously. <br />City Manager Blom reported that a bill of sale had been received from the War Assets <br />Administration for the civilian defense equipment on hand in the city. The <br />city had made an offer of $500 for this equipment which had been accepted. <br />Former Fire Chief Mark E Ryan, as custodian, has signed the property over to <br />the City Manager. Mr. Blom explained that there was some of the equipment <br />which would be of no use to the city such as gas masks, 5 gallon sprinkler cans, <br />and World War I helmets. He suggested that this equipment be given to citizens <br />who would be interested in keeping it. There is also about 2000 feet of fire <br />hose which the city can not use and he asked authority to dispose of it by <br />taking bids. The War Assets Administration has given authority to sell to other <br />municipalities and the City Manager said he could find no regulation which <br />would prohibit the city from selling to others than*a municipality. <br />Councilman Granger moved, seconded by Councilman Swift, that the City Manager <br />be authorized to publicize the gas masks, sprinkler cans and helmets among the 11 <br />members of Civilian Defense for a reasonable time and, after that, make the <br />equipment available to other residents. Motion passed unanimously. <br />Councilman Britschgi moved, seconded by Councilman McNulty, that the City <br />Manager be authorized to offer for sale the fire hose in the Civilian Defense <br />equipment. The motion passed with Councilman Granger voting in the negative, <br />his reason being that he wished a legal ruling that it was legal for the city <br />to sell the hose. City Attorney McCarthy advised it would be advisable to <br />defer action until he -had had an opportunity to study the matter further. <br />Councilman Britschgi moved, seconded by Councilman McNulty, that the City <br />Manager be authorized to offer for sale the fire hose in the Civilian Defense <br />equipment subject to the ruling of the City Attorney. Motion passed unanimously. <br />City Attorney McCarthy advised that the ordinance establishing a setback line on <br />James, California and Winklebleck Streets had been published although the Coun- <br />oil had not taken definite action on it. He advised the matter could be <br />carried over until the first meeting in November in order to get a report on <br />the assessment district. Councilman Granger moved, seconded by Councilman <br />Swift, that the matter be carried on the agenda of the next meeting. Motion <br />passed unanimously. <br />City Attorney McCarthy advised that the Council had authorized a modification of <br />an agreement with the Land Development Company in regard to improvements in <br />Redwood Terrace No. 2 so that only $2500 would be held back to insure the <br />
