Councilman <br />Britschgi moved approval of recommendation, seconded by Councilman Morgan and carried. <br />PETITION OF 10 RESIDENTS PROTESTING ALL DAY CURB PARKING ON ARCH STREET BETWEEN JAMES AND LEXINGTON <br />AVENUES was read. Cars -had been parked in front of driveways, complaints had been made to City <br />Mahager and Police Department, occupants of homes had difficulty in negotiating own cars onto <br />E <br />a <br />street. City Manager reported that the TRAFFIC FACT FINDING COMMITTEE'HAD studied this problem <br />and tta t parking restriction would only result in driving all -day parkers into other nearby res- <br />idential areas. The Committee had urged that the commuters not park their cars blocking driveways. <br />They cooperated and carried an item in their Tribune column the previous'week. Polieelij artment <br />had responded to complaints on parking violations. The Committee suggested that driveways in <br />I <br />this block be more clearly defined by use of red paint. A letter was also submitted by the <br />Commuters Club that they would further cooperate and publicize the situation at their meetings <br />i <br />1 <br />and in the newspaper. Discussion of the parking problem and BUTCHER FIELD ensued. Councilman <br />Britschgi moved that the City Attorney be instructed to report at the next meeting just what steps <br />would be necessary, ways and means and procedure to extend Franklin Street through Butcher Field <br />r ` <br />1 to James and that the PLANNING COMMISSION be asked to report on the ButcherField area in regard <br />s ' <br />to parking, seconded by Councilman Morgan and carded. Councilman Spillers moved introduction of ordinance, seconded by <br />Councilman Morgan. Motion was amended by Councilman Morgan changing ordinance wording to read, <br />permit of "Council", thther than "City Mangger"'with the consent of the maker. Motion carried. <br />DIVISION OF HIGHWAYS RECOMMENDATION REGARDING PEDESTRIAN TRAFFIC SIGNAL BELOW FIVE POINTS. Accidents <br />P listed,at this crossing could not have been prevented by the installation of traffic signals <br />t <br />and it was riot desirable to provide signal crossings in the center of a block. Pedestrian traffic <br />1' signal in Menlo Park was placed prior to the improvement of the highway and it *as not legally <br />S <br />{ possible to have it removed.
