There/some comments along the line that the City was responsible and should contribute in re- <br />ducing the cost of the assessments as the full amount of the contract was to be paid, however, the <br />City Attorney ruled that if the City intended to contribute anything toward the assessment it would <br />have had to be provided in the original Resolution of Intention. The City Could not'at this point con- <br />tribute toward the job. City Engineer stated there was no record of previous street work having been <br />accepted by the City. Temporary streets are put in by residents and the Engineering Department received <br />several letters a month from the FIiA on the question of the City maintaining such streets. Replies to <br />these refute any City maintenance of streets unless constructed according to City Standards, only <br />maintenance of street would be to extent required for unimproved streets. Inspector's report was that <br />no difference existed between rock and oil streets in other sections of the tract. <br />Mr.1yeiner. appeared and stated he had no interest in the property but stated he had been permitted <br />by the City to put in street according to City requirements and L C Smith had done the job then, who <br />had the contract at this time for Lenolt streets. He had put up cash bond With An. Trust Bank and <br />claimed the FHA required the work done according to City standards. No curb was put in as there was <br />no curb in the rest of the area- The property owner had paid for the street at that time. Gray rock <br />was used at that gime. City Engineer Jain asked Mr. Weiner if he had a letter from the former engineer <br />approving the job. Dir. Weiner thought a letter had been given to the FHA and stated his bond was not <br />released until the City accepted the street. Mr. Spears appeared and objected to paying again for the <br />street: The contractor ivasn't sure whether to continue at Arguello and go straight through. Mr. <br />Spears had ecntacted City Inspector to investigate and stated permit was secured in 1946 and work com- <br />pleted in May, 1947• He did not remember the inspector's name. <br />Others made oral protests including Mr. E. Severance, 810 Whipple Ave, Lot 15, Block 14; Mr. m. <br />Counihan, 802 Whipple Ave, Lot 16, Block 14; Attorney Dennis Woodman spoke representing Mr. Weiner on <br />Assessments 127, 128, 134, 133 and 129. Mr.. Woodman also spoke for Mr. 'Samson on Assessment 1. Mr. <br />Ronan made the same general objections.as mr. Spears. Mr. Addiego appeared and wished to know the recourse <br />he had re assessment and stated that he just learned there was an assessment against his property pur- <br />chased on September 15th. IIe was to call at Mr. Currie's office. Mr. Jain was to contact Mr. Severance <br />and Mr. Vloodman in regard to their protests. <br />04LAND MITTEN PROTESTS WERE OVERRULED on motion of Councilman Royer) seconded by Councilman Jones and <br />carried, Councilman Granger voting No - <br />4E40LUTION 989 CONFIRMING ASSESSII''NT AND ASSESSMENT DIAGRAM was offered. and moved for adoption by Councilman <br />i' Spillers and seconded by Councilman Morgan. City Attorney stated assessments were to be paid as mailed. <br />Mion carried on roll call, Councilman Granger passed vote. (Resolution 989) <br />'4U8STFOR BEARING FOR TERMINATION OF RENT CONTROL. Annie Offermann presented petitions of 256 names for <br />such hearing, requesting the Council to issue a call, designating a time and place for a public hearing <br />IF, in the immediate future. Rent control was off in some of the neighboring towns. A Committee had been <br />appointed including Councilmen Spillers, Morgan, Herkner and Royer. The committee was ready to serve any <br />i <br />time and offered to meet after the return from the convention in Los Angeles. Councilman Granger <br />s mentioned a "survey that was being made. <br />SrAIE <br />REOREATION COMMISSION SUBMITTED LETTER RE SURVEY OF RECREATION FACILITIES AND PROGRA19; requested by <br />the City- The request of the Council had been supported by the Sequoia -union High School District <br />pp <br />as Y1811 as the Redwood City Elementary School District. Diiss Gladys Snyder, Recreation Specialist had <br />S scheduled the field work for this study the week of December 4th and wished to confer with the Council <br />9' <br />I <br />
