TRAFFIC FACT-FINDING COMMITTEE submitted letter signed by City Manager signifying intentiono COO, V <br />Y ; <br />making traffic count on Bayshore in Whipple -Brewster area im ediately with idea of peti. eco <br />tioning the State for additional stop lights. City Attorney's opinion was requested %,01 <br />on whether or not City had jurisdiction over 5th Ave. intersection. Matter carried on the <br />the agenda on motion by Council an Spillers, seconded by Councilman Royer and carried, Com <br />YOencilm <br />TRAFFIC FACT-FINDING COMMITTEE RECOMMENDATION ON'BICYCLE RACK LOCATIONS. No new installs,, <br />tions were to be placed in middle of block but at corners off Broadway similar to <br />University Ave. in Palo Alto. It was suggested that funds be allocated in next budget <br />for purchase of racks. Question was raised as to status of racks for Fox Theater, Ttr, <br />Miller stated it was his understanding that' Lieutenant Faulstich was working with the <br />theaters on this problem. Councilman Morgan moved that recommendation be accepted to <br />this point, seconded by Councilman Spillers and carried. <br />oil ROLL <br />Wm, <br />REPORT OF ASSESSOR JOHN BROPHY ON TITLE TRANSFERS, requested by Councilman Granger, Was read, <br />Current transactions were up to date since the City began subscribing to a photograpic <br />service supplied by a local businessman. Records were never more than 2 weeks behind, <br />by Councilman Granger was concerned over old transactions before present Assessor took <br />office. City Attorney said these errors or omissions would be discovered in time, but <br />to make an overall survey at this time would be difficult, and the gain would not be <br />commensurate with the expense involved. Councilman Spillers moved that matter be dropped <br />from the agenda, seconded by Councilman Morgan and carried. <br />ABATEMENT OF MICHEL PROPERTY, 1416 MAIN ST. Councilman Royer moved that property be posted, <br />seconded by Councilman Morgan and carried. <br />APPLICATION FOR CLOSING OUT SALE SUBMITTED BY G. CALIC, accompanied by inventory. Councilman <br />Morgan moved that 60 day permit be granted to sell the inventory listed, seconded by <br />Councilman Royer and carried. Second was made on the condition that the ordinance had <br />been complied with. On the question, Councilman Granger, Spillers and Mayor Britschgi <br />voted No. City Attorney pointed out that application was notarized but not verified, <br />and further discussion took place as to legal implications. Councilman Morgan finally <br />moved that previous motion be withdrawn and action rescinded, seconded by Councilman <br />Jones and carried. Councilman Morgan moved this be dropped our <br />from the agenda, seconded by Councilman Royer and carried. <br />' <br />FURTHER CONSIDERATION OF BIDS WATER PIPE. It was determined by City Engineer that Pacific ML EQ <br />States Cast Iron Pipe Company had the lowest and best bid, and it was recommended by <br />Engineer and Manager that hid be accepted for a total of $22,415.45 if all tar coated <br />pipe were purchased or $23,386.34 if all cement lined pipe were bought, City Idanager <br />to be authorized to order appropriate types of pipe and fittings depending on the use I <br />and location. Councilman Spillers moved that recommendation be accepted, seconded by <br />Councilman Herkner and carried, <br />PROPOSED WATER RATE INCREASE by S. F. Water Department. Councilman Jones moved that City <br />Manager be requested to write S.F. Public Utilities Commission urging that rate increase <br />be equalized and pro -rated among all water consumers, instead of the announced plan to <br />increase only those outside the City and County of S.F., seconded by Councilman Herkner <br />and carried. <br />
