It was explained, however, that there was insufficient water and hydrants, and tank trucks would be used as is now the practice of the County Department., .' COUNCILMAN ROYER STATED THAT THE AREA FROM LAKEVIEW DOWN WOULD BE GIVEN PROTECTION as good as that now received, or better. He explained further that he had checked with the City Assessor and found that the average house costing approximately $12,000 would be taxed from $40 to $45 per year. The system of assessing was ex- plained as compared with the County. TOR. H. M. Mc QUILKIN, 734 Canyon Road, stated his views advocating the forming of a district without annexation. His belief was that annexation would result in doub- ling of taxes without any benefits. MR. CLIFFORD V. HORN, 457 Lakeview Way stated he had checked with many people, checked hte tax structure, etc. He had stayed out of all factions and studied the matter thoroughly with an open mind. His opinion was that the problem as a whole should be considered, namely, water, sewer, and fire protection. He believes the County is better fixed to furnish fire protection than the City having the proper equip- ment. In regards to sewers, he stated that a survey had disclosed that 146 homes out of 426 were without adequate sewage disposal. He believes the only solution is to form a utility district, purchase the present water system and put in own fire district. MR. H. R CHAPIN of 651 Glenloch Way agrees with Mr. Horn. He has been affiliated with the Highlands Improvement Association for ten years, and hopes the people can get together, forget their differences and pull together for the good of the area as a whole. MR. DICK SESSION WAS IN ACCORD WITH THE FOREGOING REMARKS. Mr. Craft, Altamount Way called attention to the new Hetch-Hetchy water lines recently installed in the area which would be available to the district when ready for service. Dr. William Thackery, Bob Reegan, Mrs. Harry G. Arnold, Mr. Emerick, Frank Meze, Lillian Thomas, Fred Benz, and others expressed their views pro and con. A SHOW OF HANDS INDICATED THAT THE MAJORITY OF THOSE PRESENT FAVORED THE STUDY TOWARD the formation of a utility district. Mayor Britschgi offered his services in the formation of a committee representing the whole area. This offer was accepted by those present. MAYER BRITSOHGI CALLED ON THE COUNCILMEN FOR STATEMENTS AS FOLLOWS: COUNCILMAN HERK14ER: Not the purpose of the Council to influence people to annex to the City. He personally would not vote to annex until the cost to the City could be determined. COUNCILMAN ROYER: His first thought was to help the people in the area all possible. COUNCILMAN GRANGER: Pledged his help in every was possible. COUNCILMAN SPILLERS: Complimented Mayor Britschgi in his handling of the meeting and promised to get behind the movement. COUNCILMAN MORGAN His opinion was that the area could not progress without water and was strongly in favor of the formation of a utility district COUNCILMAN JONES: His opinion was that annexation did not come into the picture at this time, but that the formation of a district was the all important thing. MR. GILBERT FERRELL, FORMER DISTRICT ATTORNEY, addressed the meeting and was definitely in favor of annexation.
