<br />stated that attempt to hold meeting with different property owners had been unsuc-
<br />cessful. However, he hoped this meeting would be held in the near future. It was
<br />his opinion that some arrgngement might be worked out satisfactorily if it did not

<br />read by City Clerk, Mr. Kenneth C. Foote objected verbally to the cost of the im-

<br />cidentals which was virtually the same on all improvement districts, Councilman Royer
<br />moved that protests be overruled, seconded by Councilman Morgan and carried.
