<br />cilman Spillers; City Manager Rolison was authorized to execute the agreement` which
<br />was satisfactory to the City Attorney and the 17ater Superintendent. 1,40tion carried,
<br />THE TRAFFIC FACT FINDING COI,IP.IrTTEEiS RECOI,1IENDATIOil REGARDING IMPROVEMENTS TO SIGNALS,
<br />VdHIPPLE AND CzItSTITUT STREET AT BAYSHORE. The meeting was held with representatives o'
<br />the Division of Highways to discuss traffic controls of City streets intersecting
<br />Bayshore Highway. The results of the meeting are set forth in a letter from Mr.
<br />Weymouth of the Division of Highways. The Division of Highways propose signalization
<br />Of lJhipple and Chestnut where they intersect Bayshore Highway and the construction
<br />of a right hand left turn on Bayshore Highway. The proposal also includes prohibi-
<br />tion of left hard turns onto and off of Bayshore and Brewster Avenue, Middlefield
<br />Road and Jefferson Avenue. Left turns at the Brewster Avenue intersection will
<br />continue as at present on a trial basis. If the continuance of left turns at this
<br />intersection proves to be a hazard and source of trouble, they can be eliminated at
<br />a later date. The total cost to the City shall be its pro -rata of the light signals
<br />only, or approximately 06,000. The Traffic Fact Finding Committee at their last
<br />regular meeting of March 14, 1952 concurred in all points of the letter from the
<br />State Division of Highways.

<br />Gentlemen:
<br />The Division of Highways has been conducting a rather comprehensive
<br />study of conditions on the Bayshore Highway through San Mateo County in an
<br />effort to provide increased traffic safety.
<br />As a result of our study through Redwood City a proposed plan to
<br />reduce accidents by effecting certain changes in the control of traffic was
<br />discussed.with City I'3anager Rolison and members of your Traffic Commission
<br />on March 11, 1952. This plan contemplates the following measures:
<br />1. Install a two-phase full traffic actuated signal system at the
<br />Whipple Avenue intersection and construct a rightrand left turn lane on the
<br />easterly side of the Bayshore. This will provide the northbound vehicles
<br />left turning into Vlhipple Avenue with storage area off the through lanes and
<br />will permit this movement to be made under the protection of traffic signals.
<br />2. Construct righthand left turn lanes for both the northbound
<br />and southbound traffic on the Bayshore at the Chestnut Street intersection.
<br />3. All left turn movements at the Brewster Avenue, Middlefield Road
<br />and Jefferson Street intersections to be prohibited; the left turns from the
<br />city streets onto Bayshore to be prohibited by city ordinance; the left
<br />turns from the Bayshore into the city streets.to be prohibited by a Depart-
<br />ment of Public Works order in accordance with the provisions of Sections
<br />124 and 125 of the Streets and Highways Code. The necessary signs to effect
<br />the left turn prohibitions on both the city streets and the highway to be
<br />furnished and erected by the Division of Highways.
<br />If it .s the feeling of the city that left turns at the Browster
<br />Avenue intersection should not be prohibited at this time, it would be
<br />agreeable to us to continue them as at present on a trial basis, with the
<br />thought that the signal system installed at Whipple Avenue to the north
<br />would provide gaps in the southbound Bayshore traffic sufficient to allow
<br />these movements with less hazard than now exists. However, if the continuance
<br />of left turns at Brewster Avenue proves to be a continuing hazard and a
<br />source of trouble, they can be eliminated at a later date.
<br />1�. No change in the existing traffic control at the Main Street
<br />intersection.
<br />5. The Division of Highways to finance the cost of all right of way,
<br />grading, paving, curbs, islands and signs plus two-thirds of cost of the
<br />electrical installation at the Whipple Avenue intersection and one-half of
<br />the cost of any changes in the electrical installation at the Chestnut Street
<br />intersection.
<br />The City of Redwood City, in accordance with statewide practice, to
<br />contribute as its pro rata share of the financing, one-third of the cost of
<br />the electrical installation at lihipple Avenue intersection and one-half the
<br />cost of any chanr:es in the electrical installation at Chestnut Street inter-
<br />section. This would arount to around tip6,000.
