Councilman Royer reported that after <br />a meeting, Sterling had agreed to submit a letter signed by the officers of the cor- <br />poration and bearing the corporation seal in which they would contract to either <br />installpumps or would pay the $3000 or $4000 to cover the installation. There <br />having been no letter received to.date, Councilman Royer moved City take no action <br />until letter has been received. Motion seconded by Councilman Spillers and carried. <br />COMMITTEE REPORT, MINIATURE RAILROAD. Councilman Royer advised Recreation Commission had <br />agreed to recommend to the Council an agreement for one more year similar to the <br />last agreement. It was the thought of the Commission that inasmuch as Mr. Layton <br />had operated the miniature railroad for one year without a profit, he should be <br />given an opportunity to recover part of his investment. Councilman Royer moved <br />LJ <br />that the City Attorney prepare a new agreement along the same lines as the one accep- <br />ted last year. Motion seconded by Councilman Spillers, and carried. <br />COMMITTEE REPORT, PROPOSED ABANDONMENT PORTION OF STEINBERGER STREET. Councilman Herkner <br />reported meeting with Mr. Solomon, President and Frank Marcus, VicerPresident of the <br />Frank Tanning Co. The Committee was, not ready to recommend abandonment until such <br />time as the State would indicate their intention regarding the freeway plans in this <br />area. Councilman Hoyer moved the matter pe put over for two weeks, seconded by Coun- <br />oilman Britschgi and carried. <br />COMMITTEE REPORT, HAZARDOUS CONDITION STORM DRAINS WOODSIDE ROAD., Councilwoman Tinney <br />reported she had looked the area over and found the conditions were somewhat danger- <br />ous to small children. She also inspected the drqin at Crompton and Carson Streets, <br />however, City Engineer advised this drain had already been corrected. Condition of <br />Woodside Road drains had been referred to the State some months ago, however, their <br />opinion was to the effect that no hazard was present. Councilwoman Tinney moved <br />that the matter again be referred to the State with the request ttat they do some- <br />thing to remove the hazard, or allow the City to proceed. Motion seconded by Coun- <br />cilman Jo4es and carried. <br />ADOPTION ORDINANCE 703, ANNEXATION OF PESSAWO TERRITORY. Affidavit of publication was <br />ordered filed. Public hearing held. Councilman Spillers moved adoption of ordinance <br />seconded by Councilman Britschgi, and carried on roll call. <br />CITY MANAGER REPORT PROPOSED MARSHALL STREET IMPROVEMENTS. City Manager Rolison submitted <br />letter commenting on Frost & Brian Proposal addressed to Mr. Louis Cohn who represented <br />the majority of the property owners in the area. Mr. Rolison called attention to the <br />items which the Council had been requested to delete from the proposed improvement. <br />which in his opinion were deviations from established policies: <br />1. Elimination of sidewalks on the southerly side of Marshall St. <br />between Chestnut and Maple and on both sides of Maple between <br />Marshall and Bradford and on both sides of Broadway. <br />2. Elimination of electroliers with the understanding thht street <br />lamps be attached to PG&E poles, similar to the arrangement <br />applicable to Redwood Industrial Tract No. 2. <br />Mr. Rolison also called the attention of the Council to the request that none of the <br />area included in the proposed assessment district be re -assessed in the future for <br />drainage purposes. This is to be submitted to the City Attorney who will determine <br />if such an action would be within the power of the present administration. City <br />Manager also noted that the cost of providing a satisfactory outlet for all drainage <br />I I <br />
