Report by City Engineer. Final map was approved sub - <br />jest to: <br />1. Improvement bond in the amount of $36,954.50 to be:furnished, and proper <br />agreement prepared by the City Attorney { <br />2. Map to be corrected to tie-in this subdivision to adjoining tracts. <br />3. Map must be signed by two additional beneficiaries and one trustee, as <br />required by the Title Company. <br />4. Show location of and identify sufficient existing pipes or other monuments <br />to accurately locate this subdivision. Identify points of reference at all <br />adjoining intersections. <br />5. Make other corrections to final map and improvement plans, as required: <br />The Planning Commission approved subject to provisions of Ordinance No. 631. City <br />1� <br />Engineer Jain explained that the map would not be signed until all conditions were <br />met. Councilman Spillers moved, seconded by Councilman Royer, that recommendation <br />be approved and motion carried, Councilman Britschgi voting No, as he was not in favor <br />of approving these maps until conditions had been met. <br />APPROVAL OF FINAL, MAP - MARTIN,TRACT. A report was read by City Engineer. Approval was <br />recommended subject to the following conditions. <br />1. A satisfactory improvement bond to be furnished, and proper agreement prepared <br />by the City Attorney <br />2. Map to be corrected to tie-in this subdivision to adjoining tracts. <br />'Preliminary title report to be furnished. <br />Show location of and identify sufficient existing pipes or other monuments to <br />accurately locate this subdivision. Identify points of reference at all <br />adjoining intersections. <br />5. Furnish tax statements from both City and County Assessorts and Collectors <br />offices. <br />6. Complete full improvements, including sidewalks on Cypress Street between this <br />tract and Park Street. <br />7. Make other corrections to final map and improvement plans as required. <br />Councilman Spillers moved approval of City Engineerts recommendation, seconded by Coun- <br />Gilman Royer. After further discussion as to approving maps before all conditions had <br />been met motion carried on roll call, Councilmen Britschgi, Herkner and Mayor Granger <br />voting No. <br />Regarding the submission of requests for acceptance by subdividers it was decided that <br />maps would not be placed on the agenda hereafter until all details had been worked out <br />and conditions had been met. City Engineer advised that the reason for early action <br />on the preceding items was due to the fact that subdividers wished to get started before <br />the winter. Councilman Royer was of the opinion that Planning Commission should be <br />requested not to pass any map hereafter with contingencies. It was decided that a <br />special committee consisting of City Manager, City Engineer and the City Clerk prepare <br />a letter establishing a policy for the Council to follow, such letter to be used in <br />notifying subdividers of such policy. This letter is to be returned to the Council <br />for their approval before being adopted. Councilman Spillers so moved, seconded by <br />Councilman Jones and carried. <br />Mr. Murphy of Frost and Brian appeared in behalf of subdividers stating that in his <br />opinion prior approval of any department head before submission of map would result <br />t? <br />In subdividers being denied the right to appear before the Council. In his opinion <br />cases where the City Engineer and subdivider were not in agreement the client should <br />be allowed to present the case to the Council for final action.
