42381`"` <br />I <br />a letter from City Engineer Jain wherein he reported that they have completed plans <br />fi <br />l'! <br />for the improvement of Ebener Street, Poplar Avenue, and Lucerne Avenue, as directed <br />by the City Council requested that plans be prepared to include the extension of <br />�I <br />Lucerne Avenue to Hess Road, although no petitions had been received from property <br />owners along the dedicated portion of Lucerne Avenue. It is realized that there is an <br />li <br />existing residence across the proposed.extension of Lucerne Avenue to Ebener Street. <br />The Engineers are now in receipt of a petition signed by the owners of more than 75% <br />of the frontage on the presently dedicated portion of Geneva Avenue, requesting full <br />street improvements. Inasmuch as the extension of Geneva Avenue to Ebener Street <br />would not require the removal of any existing structures, a decision should be made - <br />immediately as to whether Lucerne Avenue will be extended and improved, or Geneva <br />I' <br />Avenue substituted for it, or whether both streets should be continued and improved. <br />' II <br />to Ebener Street. <br />From the standpoint of drainage, and the construction of sanitary sewers, as well as <br />the probable cost of acquisition of right-of=way, the Geneva Avenue extension would <br />be the most desirable. The Engineering, Department requested that they be advised as <br />to the desires of the.Council so that assessment proceedings can either be initiated <br />to conform to present plans, or so that revisions can be made to provide for the <br />Geneva Avenue extension. <br />In the discussion.which followed, Councilman Royer explained that here will be a <br />condemnation suit either way, Geneva or,Lucerne, and that the condemnation of Geneva <br />would be for property only and would not include the building which would be the case <br />if Lucerne property were condemned. Engineer Moen explained the -situation further. <br />The,Engineering Department was not recommending which street should be used, but were 11 <br />presenting the case as it appears. <br />After further discussion, Councilman Britschgi moved that they proceed with Geneva <br />instead of Lucerne, seconded by Councilman Jones who added that the City Engineer be <br />directed to bring'in plans for Geneva. Engineer Moen explained that there wasn't any <br />petition for the improvement of Lucerne but there is now a petition forGeneva. <br />Councilman Britschgi restated his motion, City Enginer to bring in plans and speci- <br />fications for Geneva and eliminate Lucerne, and the City Auditor be autheriaed to <br />advance funds fromthe General Fund, seconded by Councilman Jones and carried. <br />Councilman Royer wanted to know how soon they could get the plans back so they could <br />set a date for the openings of bids. A gentlemen from the audience reported that they <br />would not be able to get into their property this winter if something isn't done <br />because of mud. The road into their property has just recently been dug up to put <br />in a new water line. Councilman Royer moved that the City Engineer have the plans and <br />specifications ready and back into the hands of the Council by the September 12th <br />meeting, seconded by Councilman Granger and carried. <br />REPORT,ON BID OPENING, 4,000 FEET OF 1211 CAST IRON PIPE. Water Superintendent Winter <br />reported that the following bids were received: <br />U. S.
