Mrs. Vera Eskin stated that she was of the opinion <br />thay this had been turned over to the Planning Commission. <br />Councilman Granger questioned the legality of the City being able to spend bond money for <br />the building of a branch library on leased property. City Attorney Currie stated that <br />this would be legal if the City obtains a long term lease, (99 years). Councilman <br />Granger moved that this be placed on the agenda and the City Attorney to come in with <br />a written statement, seconded by Councilman Royer and carried. <br />Councilman Granger moved that the City Attorney prepare an ordinance establishing a Veter- <br />ans' Memorial Building Commission, seconded by Councilman Royer and Carried. <br />Councilman Granger reported that both he and Mayor Herkner attended the Civilian Defense <br />meeting in Sacramento but he had nothing to report as far as the meeting was concerned. <br />This was followed by a short discussion as to what the City should do in case of an <br />emergency to which Councilman Granger replied it was a matter of educating the pe6ple <br />to take care of themselves. <br />The Clerk read a letter from William Brothers contractors wherein they asked for an <br />extension of seven working days on the Broadway and Charter Street job for the follow- <br />ing reasons: <br />1. Considerable delay was necessary as work had to be scheduled so as to permit <br />the adjacent warehouse to carry on its regular business with the minimum of inconvenience. <br />2. Weather is becoming colder which will take the road oil longer to penetrate. <br />Councilman Royer moved that the extention of time be allowed, seconded by Councilman <br />Stout and carried. <br />Councilman Royer will attend the Planning Commission meeting of October 28th. <br />TRAFFIC COMMITTEE RECOMMENDATION REGARDING CHATTER BARS ON STREETS INTERSECTING BAYSHORE <br />HIGHWAY. This was submitted to the Council for further consideration due to the cost <br />of this job being more than anticipated by the City Council. The total cost for <br />installation at all three intersections at one time would be $562.40. If any one of <br />the three intersections is installed separately, the cost would be as follows: Middle- <br />field Road $p280, Jefferson Avenue 4165 and Charter Street $216 or a total of $661. If <br />the (Council desires doing one intersection at a time, it is the recommendation of the <br />Traffic Committee that the installation be made at Charter Street since the accident <br />record at this intersection is far greater than at either Jefferson Avenue and Bayshore <br />or Middlefield Road and Bayshore. It is further recommended that is any part of this <br />program is approved, the necessary funds be transferred f rom the Unbudgeted Reserve <br />to the Paint Department. <br />After discussion regarding raised curbs, painting lines and other methods of fixing <br />the intersections, Councilman xoyer moved approval of Charter Street as a trial basis , <br />seconded by Councilman Jones and carried. Councilman Royer offered RESOLUTION 1941 <br />TRANSFERRING $216 FROM UNBUDGETED RESERVE TO PAINT DEPARTMENT and moved its approval, <br />seconded by Councilman Stout and carried on roll call, Councilmen Britschgi and Spillers <br />being noted absent. Councilman Granger moved that the intersections of Jefferson <br />Avenue and Middlefield Road at Bayshore Highway be brought to the attention of the <br />State and asking them to obtain money to build these chatter bars, seconded by <br />Councilman Royer and carried. <br />COMMUNICATION FROM THE CHAMBER OF COMMERCE REGARDING "YOUTH DAY".
