<br />the Planning Commission„in.August._. Mr...Wicke.tt..raques.ted.pr..eliminary approval by the
<br />. Planning . C.ommission .of,..the...propos_ed._industrial..subdiviaion_fronting on the extension of
<br />Spring .Street. between..Second Avenue_ and Ylfth.Avenue,_, which blocked off third Avenue and
<br />Fourth. Avenue..frombeing extended .through__to.either Spring.Street extension or to Bay Road,
<br />The Planning Commission, on August 30, gave tentative approval to this map, with the
<br />understanding_that.Third Avenue...and_Fourth.Avenue..would..not be required to be extended,
<br />and . that. no. sidewalks.. would. -be. -required ..on Spring. Stree.t..
<br />The_ Engineers...have,-made.,& study...of..thia.,.area,_ and.. hase..consult.ed.wi.th.Fire Chief Lodi,
<br />and it is their joint opinion that Third Avenue.and Fourth Avenue should be extended at
<br />least .to. Spring. Stree.t., .and. that -an -adequate.. storm, drainage- system. should be constructed
<br />throughout.. the., tract, to, drain .to .the, nearest existing...storm drainage system at Bay Road
<br />and Fifth Avenue. This storm drainage was discussed briefly with the City Council at a
<br />recent study meeting. It Is their. .recommendation.1,alsQ,,.that..at least. 5 -foot sidewalks
<br />be required in the .indus.tr-tal,..subdivision .for-the...convenience. and safety of employees of
<br />the..propse.d_ induatri.e.s.....At. such., time -as -the, lots -are .built_,upon, the additional width
<br />of sidewalka-can..be. re.quir_ed,to, conform -to. -the, City ordinance...
<br />It would appear inevitable .that. this .entire area will eventually be annexed to 'Redwood
<br />City, . so .proper_ planning.. to...e.liminate .deadend., streets, and to provide adequate storm
<br />drainage should be made.
<br />Fire-.0hief.. Lodi.,... -in -his -latter, stated that. in.lo.oking..over_ the tentative map, 3rd and
<br />4th. Avenues -will -be dead -ended at. the west .end .of, .this subdivision... ,These deadends will
<br />be approximately. .5.50�. long.. !although. the_ deadenda..wil-L.be„.in....c.ounty .territory, there is
<br />a p.ossibility..that, this may-b.ecome,,.a .para ..of .tha..city,swt..soma. future. date.. He urged that
<br />this...mat.ter be studied tharoughly, even to the extent..of discussing it with the San Mateo
<br />County .P.lanning.,,Board. not .to allowthis. type of planning.
<br />The.creation of.deadends,, especially in commercial or industrial areas, is not good
<br />planning from the Fire Department standpoint and it is possible that some time in the
<br />future it may occur that it will be necessary to..eliminate the deadend.

<br />City.Engineer Jain stated that..t.entative plans. had..be.en_mada. ..William McClure, engineer
<br />with. McC.andles.a. and.- Jett.,,. spoke.. regarding the. traffic .situation on Third and Fourth
<br />Avenues.. They. f.a l.,that .,the residents on these two streets will not want the traffic which
<br />they would be subject to.. They feel that it was not wise or fair that they be required
<br />to pave the streets in the manner required...,Councilman.Britschgi..asked..that this be put
<br />on. the_.agenda for a study.meeting. befor_eN giving an. answer.. He- was. of the opinion that
<br />they did not. want.. to annex. if. the.y.w Ill..bet-required t.o..improve...the. streets to the' extent
<br />that the City would require. Mr. McClure stated that they had not been aware that this
