Councilman Weiss was of the opinion that all decisions should be deferred <br />until they can have a more thorough study made of an overall plan before taking any further action. He <br />also feels that this is not a final solution of this problem and that the matter should be held in <br />abeyance for sixty days for further study. Councilman Herkner was of the opinion that there were some <br />answers which needed ansivering before the Council reached,a final decision. The questions were is the <br />Fula <br />plan 100% perfect, if not 100% perfect is there some other plan which would be feasible, and does the <br />City have the money available to purchase the property. If the money is not available, then the Council <br />should not go along with the purchase. Mayor Royer stated that the Council has had a number of study <br />meetings and he was of the opinion that they possibly have had enough meetings to reach a decision at <br />this time. This was followed by discussion in regard to plans which would be put into effect, who recom- <br />mended the plan lines, dead-end streets, and State report on 3 phase signals. Councilman Granger was asked <br />to repeat his motion. Councilman Granger moved to get the thinking of the Council to see if they <br />recognize the responsibility of the dead-end street and the street development of the area, and the <br />matter of money..is not an issue at this point. If the Council can purchase the property for $20,000, <br />would the City go for this in favor and over the matter of signals? Councilman Stout stated that <br />because,of,the basis of the street being a dead-end street in Councilman Granger's opinion he,withdrew <br />his second to the motion, and he was of the opinion that the motion should be made more affirmative. <br />Councilman Granger.'s.motion lost,for lack of a second. <br />Councilman Stout moved that the Council take the necessary steps -'to establish the plan lines as set <br />forth and purchase the property and ways and means found to obtain the necessary funds. Councilman <br />Granger stated that this motion has the intent that he wanted so he,seconded the motion. Councilman <br />Weiss was still of the opinion that the purchase of this property is inadvisable until such time as <br />further methods have been checked into and other matters and needs checked into -rather than spending <br />$70,000. This was followed by discussion in regard to the three phase signal.. The motion lost on <br />roll call, Councilmen Britschgi, Herkner, Spillers, Weiss and Royer.voting No. Councilman Spillers <br />wanted the record to, show that it didn't make any difference if the property is purchased or not so <br />that was why he was voting NO. <br />Councilman Spillers offered RESOLUTION 2023 ABANDONING PLAN LINES ON WHIPPLE AVENUE and moved its <br />adoption, seconded by Councilman Britschgi. Councilman Weiss was of the opion that this should ,be <br />held over for 30 to 60 days and check into the matter of finding the available money if it is at all <br />possible. This was followed by discussion as to whether.or not the Council could, at a later date, <br />set new plan lines. Also under discussion was whether or not the Leonards would be willing to sell <br />10' of their property in an attempt to establish a larger curve on the corner of Whipple and E1 <br />Camino Real. Mr. Grupp, attorney for the Leonards, thought that this could be done. The motion y- <br />carried on roll call with Councilman Weiss voting No. 'g - <br />Councilman Granger moved to authorize the proper authorities, namely the City Manager and the City <br />Attorney, to negotiate for a 10' strip at the corner. Mayor Royer, asked to hold this over for 30 to <br />60 days and check into the matter of finding the available money if it is at all possible.
