REPORT ON STULSAFT PARK MASTER PLAN AND OPINION ON PROPOSED FAIRYLAND. The clerk read the following letter from the Park and Recreation Commission: 'After receiving a topographic map of Stulsaft Park and afte a thorough explanation of this made by Mr. Fred Hastings of Murphy and Hastings engineering firm, the Park and Recreation Commission wished to go on record as,mpposing a Fairyland site in Stulsaft Park. It appears that there is not a sufficient amount of level land available for aprk and parking facilities to allow for the acreage needed by a children's fairyland as well as additional parking facilities for that project. The Park and Recreation Commission feels that the primary consideration is to maintain the park in its natural state and to provide ample picnic and camping sites in addition to hiking trails." - Councilman Weiss moved that the report be accepted and endorsed by the Council. This was follmved by discussion in which Councilman Granger stated that they should notify the Citizen's Committee of any change. Councilman Weiss changed his motion to coordinate with the Citizen's Committee, seconded by Councilman Stout and carried. - The following use permit was granted by -the Planning Commission: - le To J. Papazian to allow construction of two houses in an 'IU" District. There was no Council action required on the above use permit. .Councilman Weiss asked about the set -back restrictions. City Engineer Jain stated that the plan lines are set from Oak Knoll to Highlands and Planning Commissioner Greenwold reported that set -backs were established in thearea. Mayor Royer reported that during his term as Mayor he was requesting the Council to refer all their items for the agenda through Mr. Kimball. Mr. Kimball will keep a master list or a tickler file and keep the Council informed of all unfinished items. By installing this system, he was of the opinion that they could do away with items which could be singled out and handled by the departments rather than being brought before the Council, the other items to be checked by Mr. Kimball so he can obtain any information n6bessary before the matter is.brought to the Council. Councilman Granger wanted to know what the Council was going to do about the water line in Wellesly Park and he moved to have this item placed on the agenda, seconded by Councilman Britschgi and carried. Councilman Granger moved to have a repoly made to the man who wrote a letter in the forum column.in regard to water services in Redwood City over water services in Emerald Lake, seconded by Councilman Stout and carried. Councilman Herkner was of the opinion that proper designing should be considered in regard to the old police building for proper utilization of space and he moved to refer this to the City Manager, seconded by Councilman Granger and carried. Councilman Stout stated that there were times when some of the Council could not attend the study meetings and he was of the opinion that possibly a secretary could take the minutes and they could be mailed out with the regular agenda. He stated that if it was necessary someone could be paid for this work. Council- man Herkner stated that.he believed that Mr. Kimball could make a record of items of interest. Councilman Britschgi was of the opinion that the Council should be able to form a decision if it should be made at the study meetings rather than go.through the whole procedure all over again during the Council meetings. This was followed by considerable discussion as to whether or not the Council.could or should form opinions during these study meetings. Councilman Britschgi reported that the Army Engineering Department has granted approval of the Yacht Harbor dredging subject to filing of objections within 30 days. City Engineer Jain discussed the bids for dredging and the possible result from this type of bidding. This was followed by a short discussion regard- ing possibility of advertising for bids on time and material basis in the event bids are unreasonable.
