153 Councilman Stout moved that the Glenwood Avenue area be deleted and the City Engineer be instructed.to proceed with new plans. Councilman Britschgi was of the opinion that bids should be called for before deleting the Glenwood Area. Councilman Stout's motion lost for lack of a second. Councilman Spillers moved to advertise for bids. The City Attorney ruled that this could not be done until the Council had adopted the necessary resolution to start proceedings. Councilman Spillers withdrew his motion and then offered Resolution of Public Convenience and Necessity, seconded by Councilman Britschgi. This was followed by a very lengthy discussion. One of the subjects under discussion was changing the resolution to include the changes suggested by the City Engineer. The City Attorney stated that this resolution of Public Convenience with.deletions can not be voted on at this time. He suggested that they be asked to draw up another resolution. Councilman Spillers again withdrew his motion and then moved to have the City Attorney 'p draw u anew resolution with the correct eliminations and to continue this matter for one week, seconded by U .o Councilman Britschgi. The motion carried on roll call vote with Councilman Stout voting NO. PARK AND RECREATION COIRISSION RECOI8IENDED APPROVAL OF A REQUEST FOR FORMATION OF TEEN-AGE BASEBALL LEAGUE (BABE RUTH LEAGUE). This league would provide additional training for graduates of the Little League and other organized baseball groups in our area, and would also be a stepping.stone to'possible future semi- professional and minor league baseball careers for some of the boys. The Park and Recreation Commission are heartily in favor of additional recreation opportunities for the youth' -of this area and recommends this' group be granted the scheduling and.diamonds required with the details to be worked out by the Recreation Director and the City Manager if the Council approves. This was followed by discussion in regard to just what was wanted. The fact was brought out that the group requesting the formation of this league re,ally t want the City to pay for the umpires. This would cost the City approximately $$180 per season and would s, include 35 groups they have not had as many expenses as had been anticipated and he further stated that he would have sufficient funds in his budget to cover this item. Councilman Spillers moved that the request be ' granted, the City to pay for the umpires, seconded by Councilman Britschgi. This was followed by discussion after which the motion carried. CITY MANAGER REPORT ON WASTE RECEPTACLES. The Purchasing Department secured.quotations on "Model Al' Mills Aluminum Z -Taste Receptacles which are used b,,r the City of Palo Alto. They were informed by the City of Palo Alto that the cost of the complete unit, including receptacle, anchoring device and'set of 6 aluminum plates with reflectorized lettering, installed, was the sum of $55.00 each, plus tax, at the date of the last purchase, which was made in December,1955. Councilman Stout stated that at the time that this was requested the City Manager was also asked to contact the City of Sunnyvale and Santa Cruz. He asked why this had -not been done? Councilman Granger was of the opinion that this should be referred to the City Manager for budget study. Gouncilman Britschgi moved that the City Manager contact the Cities of Santa Cruz and Sunnyvale in regard to their waste cans, seconded by Councilman Stout and carried. ��- � !! CITY MANAGER REPORT ON PROPOSED REPAIRS TO S. P. COP1PAAiY CR05SINGS. The Southern Pacific Company report that they now have the necessary approval for a.complete renewal -of the track running along Chestnut Street, between the, northerly line of Stambaugh Street and the approximate center line of Marshall Street. They are actively f olIowing up f or delivery of the material to the site and are hopeful it will be available for them 'f- I to commencework with the near future. They also have approval to rebuild the crossing of Broadway over the i r'- main tracks. This material is Ilnvise on order and the ork will be programmed for the earliest parcticable date when forces can be spared from other equally pressing work. They have pending, a request for authority to rebuild the crossings of Jefferson, Chestnut and Spruce Streets over the main tracks. Formal authority on this is expected soon and as soon as available, the material will be assembled and these jobs also programmed for early dates.
