Pursuant to the Council's request, Mr. Harry Koch, San Mateo County Civil Defense and
Disaster Director, has been contacted regarding Redwood City's participation in civil defense
and disaster activities.
Mr. Koch advised that the Bounty was in the process of reorganizing Civil Defense
activities, and made suggestions as to Redwood City's participation in connection with the
countywide plan when it is completed.
Mr. Koch also reviewed Redwood City's civil defense organization as established by
Ordinance 665 and Resolutions 1006, 1021, 1037 and 13933, which he considered adequate
until such time as the county—wide plan has been put into operation. He did not recommend
the creation of a new position, or the employment of any additional personnel by Redwood City
at this time, since transportation.has been assigned to the City Engineer, communications
to the Fire Chief, and the police department is training a large police reserve, which in
Mr. Koch's opinion provides an adequate skeletal organization.
Councilman Granger stated that he had made a motion sometime ago directing someone to do something and
he did not like having to w ait so long before getting an answer. He referred to the matter of having
the Administrative Assistant contadting Stanford University about having a part—time student work on
