<br />PERSONAL APPEARANCE, G. WAGSTAFF REGARDING SIDEWALK, P. G. & E. BUILDING AT WARREN AND BRADFORD. Mr. Wagstaff
<br />addressed the Council with regard to removing three segments of .sidewalk on the Warren Street side of the
<br />new P. G. & E. building allowing them room to put in pyracantha shrubs. This was followed by discussion.
<br />City,FEngineer Jain stated that he would have no objections if the City Attorney could secure a letter
<br />COUNCILMAN SPILLERS REPORT ON PROPOSED TRAFFIC SURVEY. Councilman Spillers reported that he, Councilmen
<br />Grenager and Weiss had met with Mr. D. J. Faustman and Larry Wise. Mr. Faustman was of the opinion that
<br />one way streets are a great saving to the Cities and he is going to make a survey with regard to the cost
<br />of an overall survey of the traffic situation. Councilman Spillers moved that this be carried on the a genda
<br />for two weeks, seconded by Councilman Britschgi and carried.
<br />CITY ATTORNEY REPORT ON WOODSIDE INCORPORATION HEARING. City Attornek Currie stated that this matten has been
<br />continuted until July 6th, the County to prepare the necessary maps. It will be some time before a decision
<br />is reached.
<br />' THREE PROPERTY ONNERS REQUEST MEDIATE ACTION, HIGHLANDS OF EMERALD LAKE NO. 1 SEWER AND WATER IMPROVEMENTS.
<br />This letter was to inform the Council that they and other property owners of Highlands No. 1 were requesting
<br />the Council to proceed immediately with the sewer and water improvements as proposed by the City Engineer
<br />or to eliminate such areas that request exclusion from the district and proceed without them. Any further
<br />delay on the part of the Council will cause hardships. There were four items which compromise& the hard-
<br />ships. They asked the Council to settle this matter tonight.
<br />After the reading of the letter, the Mayor stated that there had been a meeting with a representative of the
<br />Board of Fire Underwriters, two people from the Glenwood Area, Councilman Weiss,. and Fire Chief Lodi. The
<br />Fire Underwriters feel that the project as proposed was the only logical method. The project, as now
<br />drawn, is the most logical plan and in the long run the most economical. This was followed by a non-
<br />scheduled public hearing. with the same people and the same subjects that have been discussed time and time
<br />again,.at all the preceeding public hearings on the Highlands Territory No. 1 sewer and water improvements.
<br />Councilman Stout read a letter he' had received from Mrs. Margory Thirkell, Secretary of the Glenwood Avenue
<br />Improvement Association wherein she stated that their organization objected to the inclusion of their area
<br />in the assessment district.
<br />In answer to Councilman Britschgils question about fire insurance rates, Fire Chief Lodi stated that this
<br />area in question (Glenwood & Canyon Road) in itself is not to dangerous to the fire rates, but, if this is
<br />allowed in very many cases, then the overallstatus would cange and the whole City might have their fire
<br />rates increased. He explained the point system which the Fire Underwriters used in determining the
<br />different classes for fire rates. If the City were classified as Class 4, then the increased rate in the
<br />residential area would be 12% and in the industrial area it would increase the rate approximately 20%.
<br />Also under discussion was an alternate plan submitted by Mr. Seeley at the meeting with the Board of Fire
<br />Underwriters. It was never clearly stated what this plan consisted of, however, the fact was brought out
<br />that the Fire Underwriters did not think this plan feasible. Councilman Stout reaffirmed his stand and
<br />protecting the City
<br />from liability. Councilman Britschgi moved
<br />that the P. G. & E. be given a uthority to
<br />plant the shurbs as
<br />suggested subject to a letter protecting the City from liability. seconded by Council-
<br />man Spillers, 21 out from the building to be the maximum. This
<br />was followed by discussion. City Attorney
<br />Currie asked that a
<br />letter be received from the property owners
<br />stated.that the Cityvwuld not be responsible.
