He stated <br />that the building was too small already, the Park and Recreation Commission are already trying to <br />convert use for help in the park Department, and the Council was now trying to make use of the building. <br />Councilman Stout spoke about the possibility of sometime in the future of the City Hall being moved <br />in the vicinity of the Recreation Center. Councilman Weiss stated that he agreed with the thinking of <br />Councilman Stout and he was of the opinion that the Council should start planning now for Capital <br />Improvements for future building of the new Civic Center., Councilman Granger spoke in regard.to <br />segrating the furnances connected to the City Hall and the Library. <br />I <br />R. Granger, Sidney D. Herkner, Robert <br />V. Spillers, Hiram S. Stout, Louis Weiss, Mayor William H. Royer and City Clerk R. S. Dodge. City <br />Manager E. A. Rolison, City Engineer G1enn.M. Jain, City Attorney C. B. Currie, Police Chief William <br />Faulstich, Water,Superintendent H. L. Winter, Building Inspector S. H. Kreiss, Assistant Water <br />Superintendent Warren Mitchell, Fire Chief J. L. Lodi, Planning Commissioners James McDonald and <br />Vincent Rambo, and Account -Clerk Vivian Holmquist and Assitant to City Manager L. A. Kimball. <br />PUBLIC HEARING, PLANNING COMMISSION RECOMMENDATION TO REZONE LOT 7, BLOCK 7, WOODSIDE ACRES N0. 1 <br />(DALE STUART PROPERTY, 1630 UNION) FROM R-3 TO R-2. There were no written protests. Robert Dell <br />Ergo, representing Mr. Stuart, reported on the b ak history of this property and the previous rezoning. <br />He further, explained the work and expense Mr. Stuart has out into this property already, Mr, Stuart <br />intends to build a 31 unit apartment with a swimming pool. 163+ of the property in question is <br />adjacent to commercial property on Woodside Road. Mr. Dell Ergo stated that if this property is <br />rezoned back to R-2 then these apartment units will not be built even though the building permit <br />has been granted. ,Mr. Stuart can not carry on with his present plans if this property is rezoned <br />back to R-2 because his insurance rate would not be equitable. This was followed by discussion in <br />regard to how many units had originally been planned. <br />Mr. Aubrey Fairfax, attorney representing 26 out of 28 property owners on Union Avenue, spoke in <br />favor of the Planning Commission's recommendation to rezone the property back to R-2. He stated <br />that the Council was right in sending this matter back to the Planning -Commission and he felt <br />sure that the Planning Commission gave considerable consideration to the drainage problem, traffic <br />situation and hazards to the children. He stated further that Mr. Stuart had a permit to go ahead <br />and he could not see where he would have any right to further consideration. Mr. Fairfax stated <br />that after the expenses mentioned by Mr. Dell Ergo are deducted from the $150,000.00 there won't be <br />too much money left to build the best type of construction for the 31 unit apartment. <br />Mr. Carl Wood, l45 Redwood Avenue, turned in a pettion with approximately 100 signatures from <br />people all over sections of Redwood City urging the Council to reject the Planning Commission's <br />recommendation to rezone this propertyback to R-2. <br />statement:. , <br />8ouncilman Weiss read the following prepared <br />Because of the peculiar circumstances surrounding the instant question; I do not <br />believe it out of place to restate that it is a well recognized primbiple that final <br />responsibility for all planning, zoning, etc. rests with the council; that in the <br />r <br />u <br />0 <br />
