294.1I- <br />Councilman Carl A. Britschgi was noted absent. Also present were City Manager E. A. Rolisons City <br />Engineer Glenn M. Jain, City Attorney Robert Costellos Water Superintendent H. L. Winter, Assistant <br />Fire Chief Willis Leslie, Assitant to City Manager L. A. Kimball, Building Inspector S. H. Kreiss, <br />Assistant Water Superintendent Warren Mitchell, Police Chief William Faulstich, Park Superintendent <br />Pasco Balzarini, Police Sergeant George Bold and Account -Clerk Vivian Holmquist. <br />Councilman Spillers moved approval of the minutes of September 17 and September 24s 1956s as mailed, second- <br />ed by Councilman Herkner.. Councilman Stout stated that he had two corrections he would like made on <br />the minutes of September 24th. The first correction was on the first page under the personal appearance <br />of Vincent Rambo. Councilman Stout stated that the wording should be changed to read "award to the <br />Redwood City Centennial Committee". The Clerk's office reported that the way the minutes read.is the <br />way the certificate reads. Councilman Stout asked that corrections be made on page 4 of the same minutes <br />in regard to the dedication ceremonies 'of the benches. He stated that the minutes should show that <br />the benches were presented to the City by the Business and Professional Women's organization and the <br />benches were accepted for the City by .the Mayor. This correction was -noted and the motion carried. <br />PUBLIC HEARING, ADOPTION OF ORDINANCE REZONING PORTION OF LOT 7s BLOCK F, WOODISDE ACRES MAP NO. ls FROM <br />R-3 TO $-2.. Mr. Dale Stuart spoke on the subject and then asked the Council for permission to build <br />his apartment of 30 units on a conditional basis. ,Councilman Spillers moved that the public hearing <br />be closed, seconded by Councilman Weiss <br />and <br />carried. Councilman Weiss offered ORDINANCE <br />600.74 <br />REZONING LOT 72 BLOCK Fs WOODSIDE ACRES <br />MAP <br />NO. is FROM R-3 DISTRICT TO R-2 DISTRICT AND <br />REPEALING <br />ORDINANCE NO. 600.68 and moved its adoption, seconded by Councilman Granger, Councilman Herkner <br />wanted to know if this would preclude Mr. Stuart from building his 18 units. The Mayor stated that <br />if this is rezoned he can only build duplexes. This was followed by discussion. Mr. Stuart stated <br />that'he could not get financing for the 18 units. The motion carried on roll call with Councilman <br />Spillers and Mayor Royer voting NO and Councilman-Britschgi being noted absent. <br />CIT,T MANAGER REPORT REGARDING FINANCING OF THE BRANCH LIBRARY. The Clerk read the following report: <br />In order to permit.the awarding of a contract for the construction of a branch library and <br />to provide for certain incidentals, its understood that the sum of $42889 will be transferred <br />from Salaries and Wages and Supplies and Services to Capital Outlay, withing the Library <br />Budget, for the purpose of supplementing construction funds on hand, in the amount of <br />$380-13.07. <br />When the above transfer has been made by the City Councils and A duly executed lease has <br />been received from the School Board, it would be my recommendation that the contract be <br />awarded to Ray L. Spaulding, the lowest bidder, in the amount,of $40,472, as recommended by <br />the Library Board. <br />Councilman Spillers moved acceptance of the reports seconded by Councilman Weiss and carried. Council- <br />man Shout offered RESOLUTION 2112 TRANSFERRING AND APPROPRIATING CERTAIN FUNDS IN THE LIBRARY FUND <br />and moved its adoption, seconded by Councilman Spillers. Councilman Herkner asked about the transfer <br />and where the money was coming from, City Manager Rolison stated that the money was made available in <br />the form of a revision of the library budget. The branch Library was expected to be finished sooner j <br />dy <br />than it will be and the salaries were anticipated at budget time. They will use some of the money <br />appropriated for the salaries and will cut down on the library expenditures of supplies.. This was <br />followed by discussion after which the motionoarried on roll call with Councilman Britschgi being noted <br />absent. n <br />Councilman Stout presented his committee's report wherein they concurred with the Library Board's <br />recommendation for awarding the contract. It being understood however, that the signing of the contract <br />will be contingent upon receipt by the City of a lease from the School District for the required <br />building site. <br />Councilman Spillers offered RESOLUTION 2113 AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE LEASE <br />BETWEEN CITY OF REDWOOD CITY, AS LESSEE, AND RECPNOOD CITY ELEMENTARY SCHOOL DISTRICT.* AS LESSOR, <br />4N <br />
