298 <br />d. That 10% shall be allocated to Bond redemption and interest payments* <br />i <br />e.. That 5% shall be allocated to the General Reserve Furid. <br />f. That in the event allocations made under D & E become exessive, all percent- <br />ages of such excess shl.l be reallocated on an equal percentage basis to the purposes <br />indicated in A & B above. _ <br />g. That the allocations herein provided for shall not be subject to change or <br />revision except by ordinance which shall require a re£eredum of the people. <br />It is my sincere belief that only by some such method can out :true intent be <br />conveyed to the people with complete assurance of our good faith that the sales tax is <br />not being imposed just for the purpose of providing another form of tax revenues over <br />and above existing property taxes.. <br />The Mayor stated that he was under the impression that in the future that this type of report would <br />be prepared and given to the council members. This was followed by discussion. The Counoil was <br />confused as to what Councilman Weiss had in mind in.regard to the 60¢ for general purposes. Council- <br />man Herkner stated,that he would like to see this report and have a study meeting to discuss this <br />matter. As there was no second to the motion, the motion lost. Councilman Herkner moved that a <br />copy of this report be made and mailed to the council members and the Mayor to set this up for a <br />stuciyr meeting,,seconded by Councilman Weiss and carried* <br />PROGRESS PAYMENTS: <br />Progress Eayment No. 3, Oscar C. Holmes, Inc., Industrial Way Improvements, in the amount of $34,946.50. <br />Progress Payment No. 1L Oakland Sewer Construction Companty, Relief Sanitary Sewer -Project Unit VIII, <br />in the amount of X61,936.73. <br />Progress Payment No. 5, Oscar C. Holmes, Inc., Parking Lot IV, in the amount of $29,384.47. <br />City Manager recommended approval of payment for the above progress payments. Councilman Spillers <br />moved approval of the payments, seconded by Councilman Stout. This was follo*ed by discussion as to <br />the percentage of completion of these jobs. Councilman Weiss asked that in the future informatioai <br />regarding percentage of completion, amounts of previous payments and any other pertinent facts be <br />presented at the time of the progress payment is presented for payment. No action was taken on this <br />suggestion and the motion carried. + <br />TRAFFIC COMMITTEE RECOMMENDS PASSENGER LOADING ZONES AT THE ENTRANCES TO SEQUOIA HIGH SCHOOL. It is <br />the recommendation of the Traffic Committee that the following passenger loading zones be established: <br />1. On the north side of James Avenue for a distance of sixty feet east from the James Avenue <br />entrance to the High School, <br />2. On the north side of James Avenue for a distance of sixty feet west from the James Avenue <br />entrance to the High Schools <br />3. On the south side ob Brewster Avenue fora distance of eighty feet west from the main entrance <br />to the High School. <br />4. On the south side of Brewster Avenue for a distance of forty feet west of the Brewster Street <br />entrance to the High School. <br />These recommendations were concurred in by the school authorities and it should be pointed out that <br />all zones are being established on the school side of the streets involved. <br />Councilman Stout moved approval of the recommendation of the Traffic Committee, seconded by <br />Councilman Weiss and carried. <br />TRAFFIC COMMITTEE RECOMMENDS PARKING REGULATIONS IN. -THE AREA OF THE NEP! PARKING LOT NO. 4. It is the <br />recommendation of the Traffic Committee that the following improvements by made: <br />1. A red zone be established on both sides of Middlefiedld Road from Jefferson Avenue to Theater <br />Street. <br />2. A red zone be established on the west side of Hamilton Street from the north line of Parking <br />Lot No. 4 to Theater Street. <br />3. A red zone be established on the south side of Theater Street from Middlefield Road to <br />Hamilton Street. <br />4. A red zone be established on the easterly side, of Winslow Street between the northerly line of <br />61 <br />9.9 <br />G <br />6- <br />
