Fasts, Free Methodist Church. <br />ON ROLL CALL the following were noted present: Councilmen Carl A. Britschgis, Floyd D. Grangers, Sidney D. <br />Herkners, Robert V.�Spillerst Hiram S. Stouts, I:ouis Weiss$ Mayor William H. Royer and City Clerk pro - <br />tem John J. Brophy, Also present were City Manager E. A. Rolisons, City Attorney Robert J. Costello, <br />City Engineer Glenn M. Jains, Police Chief William Faulstichs, Planning Commissioners Vincent Rambo and <br />Leonard Greenwold9 Engineer Associate Arthur Eskelin s, Assistant to City Manager L. A. Kimball, Assistant <br />Water Superintendent Warren Mitchells, Building Inspector S. H. Kreisss, Fire Chief J. L. Lodi., Police <br />Captain Theodore Moudakass, Port Commissioner Ron Fields and Account -Clerk Vivian Holmquist. <br />PERSONAL APPEARANCE: Junior Chamber of Commerce representative presented Mr. Jean Rockass, 857 Crompton <br />Roads, with the Courtesy Driver of the Week award. <br />PUBLIC HEARING, PLANNING COMMISSION RECOMMENDATION TO REZONE A PORTION OF LOT 199 BLOCK 24, STERLING <br />HIGHLANDS FROM AN R-1 DISTRICT TO AN R-4 DISTRICT. The Clerk read the letter from the Planning Commission <br />which reads in part as follows: <br />nfie Planning Commission initiated the action at the request of the Highlands <br />Community Club in order -to allow,a club and recreation facility at this site. The <br />Planning Commission has held several public hearings on the initiative after proper <br />legal and postcard notice. There were protests, however, the Planning Commission found <br />that it was in the interests of the generalvelfare to recommend approval. <br />The Community Club has agreed to deed restrict the property for club and recreation <br />uses and the Planning Commission recommends that the City be made a party.in the deed <br />restriction."' <br />Councilman Britschgi reported that a committee had been asked to report and study this. <br />The Committee had not been able to meet as a full man teams, however, they did meet and they checked with <br />the Planning Commission and checked into the activity of the Highlands Community Club. The Committee <br />made a thorough study and he reported on this study. The Committee recommended that the request be <br />denied until the Club could show &% of the money on hand before they started so that they could <br />determine that they would have sufficient money to complete the project. The Committee does not want <br />to have the building started and then not be completed before 18 months have elapsed. <br />Thomas Malone, 1655 Alameda de las Pulgass, feels that this project will infringe on his rights in his <br />mono He feels that the club house will be too close and he was of the opinion that because of the <br />need for more money that this project will become to commercial. The Club has admitted that they will <br />have to rent out the building in order to get sufficient funds to help finance their building. Mr. <br />Malone spoke at some length protesting the rezoning. Don Hickey$ 1638 Alameda de las Pulgass, also <br />protested this building and stated his thinking on the matter. <br />Leroy Simpsons, representing the Highlands Community Clubs, spoke at great length and explained the <br />situation as it effected their club. Th g r <br />They plan that this building will be used for recreational <br />purposes only. Their Club has started a Rind raising campaign among their members and they are striv- <br />ing for $11,000. They feel that this sums, along with the money in the treasury which is in excess of <br />$1s,500s, will be sufficient to pay for their building. They have securred cost estimates on the <br />building in the amodnt of $11,000. This figure requires that the Club do as much of the labor as r <br />I <br />possible otherwise the building would cost $35,000 if let out to a contractor. This property was <br />deeded to the Club because the developer and the City could not find any use for the property. <br />Mr. Simpson stated that the Club plans to hold two dances a year$ one in the Spring and one in the Fall. <br />They do not plan to rent out the building because theyarre classified as a non-profit organisations, <br />and they do not foresee any possible commercial use from this building.
