T <br />City Cle ro-tem <br />Minutes of the Regular Meeting <br />Redwood City Council <br />November 5, 1956, 8:00 P.M. <br />INVOCATION was lead by Reverend Irging E. Sullivan, Assistant Pastor Church of the Nazarene. <br />ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney DoIHerkner, Robert V. <br />Spillers, Hiram S. Stout, Louis Weiss, Mayor William H. Royer and Clerk pro -tem John J. Brophy, Council- <br />man Carl A. Britschgi was noted absent. Also present were City Manager E. A. Robson, City Attorney Robert <br />J. Costello, City Engineer Glenn M. Jain, Water Superintendent H. L. Winter, Fire Chief J. L. Lodi, Police <br />Chief William L. Faulstich, Building Inspector S. H. Kreiss, Engineer Associate Arthur Eskelin, Assistant <br />to City Manager L. A. Kimball and Account -Clerk Vivian Holmquist. <br />APPROVAL OF 1UNUTES, October 15th and October 22nd. Councilman Weiss stated he had the following corrections <br />to make in regard to the minutes of October 22, 1956, Page 2, second sentence refers to his statements <br />and the conditions he had suggested to eFplored and included. He feels that they were very pertinent <br />and 'should be made a part of the record in order that they may receive proper consideration at the <br />appropriate time. 111. Explore the advisability of providing for a deed restriction as to reversion of <br />property to the city for recreation purposes in the event the Highlands Community Club becomes inoperative <br />for any reason. 2. Provide for restrictions that no bar serving or selling alcoholic beverages will be <br />operated on said premises at any time. 3. That stipulation be made requiring the posting of proper bond <br />to insure that the premises and the building will be properly maintained at all times and that the terms <br />and or restrictions will be carried out." <br />Page 3. Relative emergency ordinance - "I made an extemporaneous statement on this question. I believe <br />my remarks were very pertinent and clearly indicated my reasoning on said question and which Iresulted in <br />my negative vote as is recorded in said minutes. It is my thinking that the minutes should be clear on the <br />point, my colleagues have insisted on frequent occassions that their statements giving reasons for voting <br />as they do be <br />made <br />a part of the <br />record, I <br />accordingly wish to have <br />my <br />statement made <br />a part of said minutes: <br />The substance <br />of my <br />remarks is as <br />follows: <br />"While the necessity for <br />the <br />ordinance was <br />highlighted by the <br />Farm Hills situation, it certainly was not intended or directed specifically at Oddstad Homes, it is an <br />all inclusive ordinance and applies equally to all developers alike. True the situation in Farm Hills area <br />has been handled by sparate action and agreement, e.e. The agreement authorized at our previous meeting, <br />but the necessity for the ordinance to cover the overall situation is still evident. The ordinance may be <br />a little stringent but since it has been brought to the state of adoption or rejection, it is my feeling <br />that it is in proper form and is as necessary today as before, to fill a void and should be adopted and not <br />postponed." <br />f Page. 5. "My remarks relative Master Plan and Capital Projects, etc. should include the City Manager <br />amongst those to be commended, and amoungst the projects the words "Preparation of a long range" should be <br />inserted before the words "Capital Projects" and these last words should be followed by the word 'Program". <br />Councilman Weiss moved adoption of the minutes subject to corrections mentioned, seconded by Councilman <br />Stout. .Councilman Granger spoke on the question and stated that he did not believe that they should allow <br />the minutes. He, Councilman Granger, believes that these "corrections" should be considered at this <br />
