333 <br />statement by telling him of previous action taken by the Committee and when their reports were turned over <br />to the Council for a study meeting. Councilman Weiss was of the opinion that when a•project is undertaken <br />that they should have plans and estimates as to what they were heading into. Mayor Granger, speaking as a <br />Councilman, asked that the record show that he knows where the meoney has gone in the spending of funds at <br />the Yacht Harbor and also on other projects. This was followed by further discussion. <br />Councilman Stout agreed with Councilman Weiss and stated that he thought that they should give consideration <br />i <br />to a master plan for the Yacht Harbor and the entire area. He was of the opinion that before they vote <br />on this motion that he believes that they should have a statement from the City Engineer as to the amount <br />of money they should spend on this project. This was followed by discussion. City Engineer stated that <br />his office could draw up the plans and specs if this wasn't a rush job. Councilman Herkner suggested <br />applying for State aid and he suggested that the City Manager check into this matter right away. He further <br />stated that he did not believe that they should wait for a master plan before starting work on the YaSht <br />Harbor. He believes that the Council should go ahead with plans for the pilings and ramps. This was <br />followed by further discussion after which the motion carried on roll call, Mayor Royer being noted absent. <br />Councilman Herkner moved that the City Manager apply and investigate the possibility of State aid and also <br />check into the length of time they have to apply for the State aid,seconded by Councilman Spillers. The <br />City Manager Ci stated that he has already g <br />is g dy written a letter and is waiting for an answer. The motion carried. <br />Councilman Britschgi reported that it had been suggested that the Park Department erect a sign at the <br />entrance of the Yacht Harbor. He recommended that the sign plan he had be turned over to the Park <br />Department to make -the sign and erect same at the entrance to the Yacht Harbor. <br />Councilman Spillers moved that this recommendation be referred to the City Manager for completion, seconded <br />by Councilman Weiss and carried. <br />Mm <br />COMMITTEE REPORT ON HIGHLANDS COMMUNITY CLUB. The Clerk read the following Committee report: <br />November 9, 1956 <br />I Present: Councilman Stout; Assistant to the City Manager Kimball; City Attorney <br />Costello; Building Inspector Kreiss; Mr. Fields, Mr. Hertzstein, and Mr. Simpson of the <br />Highlands Community Club; Mr. Malone and Mr. Reilly opposing the erection of the club <br />building. <br />NOTIFIED BUT ABSENT: Councilman Britschgi,•Chairman <br />ABSENT AND NOTIFIED: Planning Commissioners MacDonald and Sjoberg; the City Engineer, <br />Fire Chief and Police Chief. <br />II HIGHLANDS C01v1MUNITY CLUB BUILDING <br />A. A meeting was held this date between the hours of 7:30 - 11-30 P. M. �in the City <br />Managers' Office. After an hour's discussion it was agreed to proceed with the <br />discussion of the assignment given the committee by the Council at its meeting of <br />October 22, 1956, according to the following agenda: <br />1. Restrictions <br />a. Use <br />b. Completion <br />2. Finances <br />3. Alternative Uses <br />a. Present <br />b. Buture <br />!t. Implementation <br />Be DISCUSSION OF THE AGENDA <br />1. It was moved by Mr. Fieldsy seconded by Mr. Herzstein and carried that the <br />use of the building would be for children, youth, and adlt recreational <br />activites. <br />a. Voting yes - Fields, Herzstein, Simpson and Stout <br />b. Voting no - Malone and Reilly <br />2. It was moved by Mr. Reilly, seconded by Mr. Malone, but not carried, <br />that no liquor be permitted on the premises and that club facilities not <br />be leased to any other organizations. <br />im <br />
