eq68 Councilman Spillers offered RESOLUTION 2168 REPEALING RESOLUTION NO. 2137 RELATING TO THE PROPOSED ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED AS FARM HILL ADDITION NO. 1 TO SAID CITY and moved its adoption, seconded by Councilman Granger and carried on roll call. Councilman Spillers offered RESOLUTION 2169 GIVING NOTICE CF THE PROPOSED ANNEXATION OF CERTAIN UNIN- HABITED TERRITORY TO THE CITY OF REDWOOD CITY; DESCRIBING SAID TERRITORY AND DESIGNATING IT BY THE NAME FARM HILL ADDITION 140. 1; MAKING CERTAIN FINDINGS RESPECTING SAID PROPOSAL; AND GIVING NOTICE OF i TIME AND PLACE SAID COUNCIL WILL HEAR PROTESTS THERETO (February 18th) and moved its adoption, seconded by Councilman Herkner. Councilman Weiss asked about annexation fees. The City Attorney explained the matter to the Council after which the motion carried on roll call. Councilman Stout offered ORDINANCE 838 BEING AN EMERGENCY ORDINANCE PROHIBITING THE POSSESSION AND CARRY- ING OF MTCH-BLADE KNIVES AND DANGEROUS WEAPONS IN PBULIC PLACES, AND FORBIDDING THE SALE OF SWITCH ' BLADE KNIVES and moved its adoption, seconded by Councilman Granger and carried on roll call. Councilman Stout offered introduction of ordinance amending salary plan for Department Heads, seconded by Councilman Granger. Councilman Spillers questioned the matter of years service. He was of the opinion that Red Morton should be moved up the 5th step for his 19 years service. This was followed by discussions. Councilman Weiss asked that a summary be made of the ordinance. The Mayor made a summary after which the motion carried. FURTHER CONSIDERATION, INTRODUCTION OF AMENDMENT TO SIDEVdAIK AND DRIVEffAY ORDINANCE. The City Attorney stated that an amendment had been made and they plan to extend the time limit to 30 days. The insurance carrier has agreed that this extension of time would not prejudice in any way the City's insurance, however, they believe 60 days to be unnecessariV long period and would prefer thnt the ordinance provide that repair must be made by the owner within 30 days after receipt of notice to repair. Councilman Stout asked that the committide report be read. The Clerk read the report. The Mayor stated that this could no be considered a Committee report but a report by the Councilmen themselves (Stout and Weiss). This was followed by discussion. The City Attorney recommended against making any destinctions as to the dangers invoved. Councilman Spillers offered introduction of the ordinance, seconded by Councilman Herkner. This was followed by discussion in regard to the extension of time after which the motion carried. TRAFFIC COMMITTEE RECOh![MENDATION REGARDING WALK 7TAIT SIGNALS. 'A survey was made and each intersection would require eight signals for proper coverage. For one intersection the Winko-Matic signals could could be delivered for $130.00 per unit, or a total figure of $1,040.00 for the single intersection. For the three -intersections -that were considered,'Broadvray-arid Jefferson, Broadway and Middlefield, and Broadway and Hamilton, the Twenty-four signals could be delivered for $117.00 per unit or for a total figure of $2,808.00. This does not include installation. Due to the cost involved and the samll imprement to be gained, it is the recommendation of the Committee that no action be taken at this time. Councilman Spillers moved approval of the Traffic Committee's recommendation, seconded Ij by Councilman Herkner and carried. TRAFFIC COMMITTEE RECOMMEND THAT A STOP SIGN BE INSTALLED ON JEFFERSON AVENUE AT ITS INTERSECTION WITH FARM HILL BOULEVARD, STOPPING EASTBOUND TRAFFIC. Councilman Spillers offered RESOLUTION 2170 ESTABLISHING STOP INTERSECTION ON JEFFERSON AVENUE AT ITS INTERSECTION WITH FARM HILL BOULEVARD and moved its adoption, seconded by Councilman Weiss and carried on roll call. , y STEVENSON-PACIFIC REGARDING MONTGOMERY WARD APPLICATION FOR PERMIT TO INSTALL REAR EITRANCE INTO PARKING LOT NO. 2. The Clerk read the letter and also the recommendation from the City Manager. The City Manager reported that he had discussed this matter with both the City Attorney and City Engineer and he recommended that permission be granted, subject to the approval of the Building Inspector.
