The motion carried with conditional yeses from.Councilmen Granger and Weymouth who voted yes if the cost of the information is free. Councilman Herkner and Mayor Royer voted no. The Mayor announced the February 6th meeting,with the Civil Defense Group at 8:00 P.M. in the Memorial Building. This will be a public hearing.subjject to approval of the Memorial Building Commission, Councilman Granger &poke against the Council using the Memorial Building. He did not want to see the building made into another City Hall. The Mayor explained to Councilman Granger why the building was going to be used o4 the particular night$ and he further stated that the City Hall,was not going to.take over the Memorial Building. This was followed by discussion. , It was announced the League of California Cities would hold their dinner meoting on January 17th, TRAFFIC COMMITTEE RECOMMENDATION REGARDING CLOSING OF JEFFERSON AVENUE FOR TWO WEEKS. The Southern Pacific Company will begin repairs on the Jefferson Avenue crossing on January 21. The Traffic Committee recommend that Jefferson Avenue be closed,at Middlefield Road and at Franklin Street to allow the repairs to be made without interruptions or unnecessary delays. The street will be closed approximately two weeks. Councilman Spillers moved that the recommendation of the Traffic Committee be approved. seconded by Councilman Weiss. Councilman Granger spoke about the gracj&s. He was of the opinion that every time the Southern Pacific Company fixed the crossings theyxaised the grande. The City Engineer stated that he would watch and see that this didn't happen. This was followed by discussion after which the motion carried. Councilman Herkner spoke about the minutes of the Council meeting. He was of the opinion that they didn't reflect all that goes on at the Council meetings. He spoke about the mount of statements that were being placed in the minutes. The original statement appeared in full and the answers were not complete or were only in generality. He was of the,opinion that they should state the full reply. Councilman Herknpr stated that he understands that this would require a court reporter but he feels that if the mutes were to contain written repDrts that the reply should be contained in its entirety in the minutes also. The Charter does not provide for individual expression to be spread in the minutes. He feels that this,is a matter which the Council should decide. The minutes are becoming a burden on the City Hall staff and they are resulting in an unfair report of what is taking place. The Mayor stated that the minutes should only contain the motion of the meeting and should not contain discussions. Councilman Spillers moved that they set this matter for a study meeting, the City Managers City Clerk and City Attorney to be on the Committee and make a recommendation, seconded by Councilman Herkner. Councilman Weiss spoke on the subject and stated that the minutes hhould contain the action of the Council for future reference. He was of the opinion that they should., for the future records$ possibly get a recording machine. Councilman Granger stated that he is going to vote No and he was of the opinion that they should make a report and not have so many study meetings. This was followed by discussion after which the motion carried with Councilman Granger voting NO. At the request of the San Mateo County Mosquito Abatement,District, Councilman Gudnger moved that Henry Beefier be reapointed to the Board of Trustees from the City of Redwood Citys seconded by Councilman Herkner and carried. Councilman Granger asked that they place on the agenda the matter of lighting on Broadway and E1 Camino Real, Councilman Oranger offered RESOLUTION IN MEMORIUM OF WILLIAM P. HODGSON and moved its adoptions seconded by Councilman Stout and carried on roll call. The meeting adjourned at 10:25 P.M., n. J. UUDL City Clerk
