W1 UI Councilman Herkner stated that he would be for the sales tax provided it was needed and provided the sales tax was adopted from Burlingame South. He spoke about the inevitability of the Council having to set the $1.00 tax limit. He soes not want to see San Mateo or any other northern city getting an advantage over Redwood City and therefore he feels that they should not introduce this ordinance but should introduce the ordinance covering the so-called County wide sales and use tax. Councilman Herkner amended the motion and introduced the so-called County ordinance and adopt ordinance #3 (County wide sales and use tax). The City Attorney stated that the Council could vote on whether or not they wanted to allow Councilman Herkner's amendment. Councilman Herkner's motion lost for lack of a second. Councilman Spillers moved to'amend the motion and offered Mr. Lebsack+s ordinance which was printed in the'Tribune. This motion lost for lack of a second. The original motion carried on roll call with Councilmen Herkner and Spillers voting NO. The Mayor called for a recess at 11:40 P.M. " The meeting was called to order at 11:45'P.M. The City Attorney read the proposed ordiance imposing an excise tax on the storage, use or other consumption of tangible personal property. Councilman Weymouth offered introduction of the use tax on a local basis, seconded by Councilman Weiss. Councilman`Spillers stated that since the Council has stated the things they were going to do that the City Manager is to make a list of priorities and proceed with the list. The motion carried•on roll call with Councilmen Herkner and Spillers voting NO. Councilman Granger offered RESOLUTION 2187 ADOPTING A "USE TAX" RULE and moved its adoption, seconded by Councilman Weymouth and carried on roll call with Councilman Spillers'voting NO. The Mayor read the proposed ordinance imposing a uniform sales and use tax. Councilman Stout offered introduction of the ordinance, seconded by Councilman Weymouth and carried on roll call, Councilman Spillers voting NO. After the reading of the proposed ordinance, Councilman Stout offered introduction of the ordinance of the City providing for the allocation of certain revenues of the City; establishing a maximum tax rate for general municipal purposes: and, providing for submission of a measure of the next general election relative to said matters, seconded by Councilman Weiss and carried on roll call, Councilman Spillers voting NO. Councilman Weiss moved that the City Attorney draft and submit for information a resolution whereby the ordinances can be introduced by title provided that each conincilman be given a copy of this ordinance one week before it is adopted by the council. The City Attorney stated that there were times when the Council Additional Police & Fire Dept. Personnel (Recurring) 50,000 Parking Lot d6ficiencies (Possible over next four or five, 20,000 Yacht Harbor (Questionable to my mind - but commited)years 60,000 For a total of $3,130,000 Of course there are many otheritems of a similar nature too numerous to mention, and I here I wihs to note that some of the above items were included in our city managers statement as published in recent issure of the Tribune. Incidentally it must be borne \ in mind that future"annexations will not in any sense lessen the seriousness of our financial situation, on the contrary it will definitely serve to aggravate it. _ It is such'factors that I have weighed, and which have brought me to the conclusion that the sales and use tax is not only a necessity buta must if the small home owner, the backbone of the community, is not to be taxed out of his home, and yet enable us to privide the necessary funds for the continued operation on a sound financial basis in a progressive and orderly manner. It is because of such conclusions that I have decided to hold steadfast in the face of what to some may appear a preponderance of opposition., Because the safeguards that _ I have urged and the equitable allocations as privided in the companion ordinance will uensure that this tax will not be an additional burden, or will it be the'"Slush'Fund" u that was intimated by opponents and repeated in the Tribune; and because it ensures definite property tax reductions that will greatly benefit all of the people; and las&ly because these safeguards are to be submitted to the people for referendum. I have no alternative but to urge favorable action not only on this ordinance but each and every one that bears on this specific topic and as they are to be considered here �. i tonight.
