The City Manager submitted a report concerning the adoption of an 'ordinance establishing sewer rental rates outside the corporate limits of the City. He called attention to the fact that the outside rates proposed for sewer rental service were prepared after an exhaustive study by the Engineering Department adn he believed them to be equitable for all outside 'users who are required to pay no part of the cost of the Sewer Maintenance Department. This is paid for by the taxpayers of Redwood City, who in addition, are required to pay sewer rental charges. The report in part reads as follows: EXISTING SEWER RENTAL RATE Est. WAGSTAFFE 208 beds at 60¢ per bed per month, total monthly charge $124.80 Councilman Herkner made a report on what eh Committee believed would be a logical compromise and stated how they arrived at the figure. He felt the compromise was a solution to the proble. Councilman Stout wanted to know if this rate was an a yearly basis or would they be charged on the effluent basis. The City Manager stated that they would b e charged additional if they build a new wing on the hozpital. This is not a (late rate. This was followed by discussion. Councilman Granger moved to accept the committee's recommendation and the City Attorney be authorized to take the necessary steps, seconded by Councilman Spillers. Councilman Herkner stated 'that it was the Committee's feeling that this will not gnly apply to the hospital bht to other industries inside and outside the area: He will go along with this on schools or other similiar organizations. The City Attorney wanted to know if this was to be made in agreement form or would it be made by law. He stated that it was going to be a difficult ordinance to draw up if this matter of an agreement is to be 'included. This latter was not an excuse, the Attorney' stated, but he merely wanted to inform the Council of this information. The motion carried. RENEWAL OF IE ASE, CITY LUMPS. The City Manager reported that the present contract for the operation of the dump is due to expire on March 8, 1957. The Bay Ara Air Pollution Control District informed the City that reulation of open burning will'commence on October 1, 1957, and that the South San Mateo County Refuse Disposal District will be prepared to take over the entire operation shortly thereafter. The City Engineer and -the City Manager were prepared to recommend that the operation of the dump be continued by Mr. Benevento on a month-to-month basis under the terms and conditions of the existing annual contract. Mr. Benevento was urn^rilling to accept the offer due to the fact that since the closing of the Belmont and San Carlos dumps much unsalvageable material has been imposed upon the Redwood City a LM
