- F <br />46 <br />Councilman Granger stated that Mrs.,Tornell should be complimented for her report and for bringing this <br />matter to the Council's attention. <br />Councilman Jones asked the Mayor of the possibility of appointing a committee to meet with the Park <br />and Recreation Commission to check into this matter. The Mayor asked if he should appoint two members <br />of the Council, two members of the Park aid Recreation Commission, and the City Attorney. Councilman <br />Stout moved that the Mayor appoint the Committee, seconded by Councilman Spillers with the,understanding <br />that they study the matter and bring back their recommendation. Mrs..Tornell stated that she had been q1 <br />given a copy of the Charter and by-laws and other data in regard to this matter. Councilman Jones <br />stated that a good example of this was the donation of Stafford Park. Motion carried. <br />REPORT BY COUNCILMAN GRANGER ON WHIPPLE AVENUE AND EL CAMINO REAL INTERSECTION. Councilman Granger reported <br />that the Real Estate Committee had met in regard to what should be done in regard to the plan lines., <br />Action should be taken to direct the Attorney to have an appraisal made on the property in question <br />before the Council cari determine if they can afford to purchase the property. Councilman Granger moved <br />that the proper authorities get an immediate appraisal of the property, seconded by Councilman Stout. <br />City Attorney Currie doubted that an apprisal could be turned in in less than three weeks. Councilman <br />Royer stated that, because of the article appearing in the newspaper about his possible interest in <br />this intersection, he would like to withdraw from any Council action and abstain from voting. He <br />explained that he did not have any financial interest in this property. Councilman Granger stated that <br />Councilman Royer should be allowed to vote and at no time during this discussion has the Council decided <br />to go on the left instead of the right side of Whipple Avenue, the property in question is the west side <br />of the street only. Mayor Herkner stated that Councilman Royer should be allowed to vote on this because <br />the Council is only going to vote on whether an appraisal should be started. Councilman Spillers spoke <br />in regard to the same newspaper article. Mr. Wattenberg, representing the owners of the property in <br />question, again stated his clients stand in this matter and again urged the that the Council take <br />immediate action. Councilman Jones stated his opinion in regard to this matter and he was of the opinion <br />that they should get proper appraisal before taking any Council action. Councilman Granger stated that <br />the Council is interested in this property and if the Council had the money to purchase the property <br />then they would proceed to do so. This was followed by discussion after which the motion carried on <br />roll call. <br />CITY ENGINEER REPORT ON PROPOSED IMPRUUMNTS, KENTFIELD, PALM, ETC. The Clerk read the following report: <br />Petitions have been received for street and drainage improvements in the area bounded by <br />Woodside Road, Hudson Street, Redwood Avenue and Virginia Avenue, and tentatively checked <br />by this office. These petitions request street improvements on Valota Road, Kentfield <br />Avenue, Palm Avenue, Union Avenue, Gordon Street and Oxford Street, together with nec- <br />essary"storm drainage facilities to serve this area. This represents about 13,100 lineal <br />feet of street improvements. <br />The total assessable frontage involved amounts to approximately 22,125 lineal feet, of <br />whichthe petitions bear signatures, as of January 16, representing 26.6% of the toal <br />frontage to be assessed. <br />The totalrelimina <br />p ry estimate of cost of street improvements only amounts to X319.000, <br />toward which about $21,000 could be contributed from gas tax funds for additional width <br />and thickness of paving and rock base on Valota Road, leaving an estimated total of <br />$298,000 to be assessed against the property owners for street improvements only. In <br />additions, it is estimated that the assessment for storm drainage facilities would amount <br />to about 61.50 per 100 square feet of lot area. Also, there must be added the cost of <br />driveways and additional sewer laterals. No estimate can be given as to the cost of <br />driveways and additional sewer laterals. No estimate can be given as to the cost of <br />driveways and sewer laterals until plans and specifications are complete. <br />In addition to the above improvements, the present wood bridges on Valota Road and Gordon <br />Street should be replaced with reinforced concrete box culverts, as oth bridges are <br />inadequate in area and in such deteriorated condition as to not warrant additional <br />expenditure for repair. The cost of the two bridges is estimated at about $19s2001, <br />toward which $5000 in 1944 borid funds is available. Policy to date has been to assess <br />the entire cost of bridges to the property fronting on the street served by the bridge, <br />less the contribution from bond funds. It is our opinion that these two bridges should <br />be constructed as a part of this same project. The cost of the bridges has not been <br />included in the street improvement estimates indicated above. <br />1'. <br />
