<br /> ~ <br /> <br /> ~ SCOPE OF WORK, cont. <br /> <br /> ~ operation of the hospital's existing and proposed central plants. It is our understanding that no <br /> helipad or helicopter arrivals/departments are planned for the project; therefore, this scope of work <br /> does not include any analysis of helicopter flight noise. Short-term construction noise impacts will be <br /> ~ assessed. Noise impacts will be assessed for both the hospital itself as a sensitive receptor, as well as <br /> the adjacent residential and park uses. Mitigation measures will be identified for any significant noise <br /> impacts. <br /> ~ Air Quality <br /> <br /> ~ The EIR will include an analysis of project air qualiiy impacts, to be prepared by Don Ballanti, <br /> Consulting Meteorologist. The analysis will provide the following information: <br /> <br /> ~ • The existing conditions section discussion will reflect recent changes in standards, attainment <br /> status, and current air qualiiy. <br /> • The vehicle-related local and regional air quality impacts of the project will be quantified, <br /> ~ using the traffic generation rates calculated by Fehr & Peers Associates, Inc. The CALINE-4 <br /> computer model will be used to project carbon monoxide impacts, and the URBEMIS-2002 <br /> computer program will be used to project regional changes in air pollutant emissions. <br /> ~ • The report will describe the construction air quality impacts. <br /> • Review air quality mitigation measures or programs included in the project for feasibility and <br /> effectiveness. <br /> ~ • Develop, together with the project transportation consultant, project-specific mitigation <br /> measures for air quality impacts such as transit, bicycle and pedestrian incentives and site <br /> planning to reduce travel. The effectiveness of these measures will be evaluated. <br /> ~ For the purposes of this scope of work, it is assumed that the ernergency diesel generator and other <br /> <br /> central plant equipment will meet the permitting requirements of the Bay Area Air Quality <br /> ~ Management District and, therefore, no stationary source emission analysis is included for the diesel <br /> _ generator or other equipment. <br /> ~ Geology and Soils <br /> <br /> The EIR will describe the geology and soils of the project site, based upon geotechnical analyses <br /> ~ prepared under separate agreement for Sequoia Hospital and provided to DJP&A. The EIR will <br /> describe any geologic constraints that pose potential impacts to project development and identify <br /> mitigation measures for significant soils and geologic impacts. <br /> ~ Land Use and Planning <br /> <br /> ~ The EIR will describe the existing land uses on the site and in the project area, in addition to the <br /> current General Plan and zoning designations of the site and vicinity. The EIR will describe the land <br /> uses proposed by the project, and identify potential constraints to the project from existing land uses. <br /> ~ The EIR will describe the project's consistency with adopted plans and policies.
