<br />EXHIBIT A <br /> <br />FINDINGS & MITIGATIONS FOR SIGN1FiCANY UNAVOIDABLE IMPACTS OF THE <br />ABBOTT LABORATORIES WEST COAST RESEARCH CENTER PROJECT <br /> <br />I. PROJECT IMPACTS. The following impacts were determined by the EIR <br />to be impacts directly resulting from the Project. The letters and numbers assigned to <br />each impact below correspond to the letters and numbers assigned to each impact in <br />the EIR itself. <br /> <br />A. <br /> <br />TRAFFIC, TRANSPORTATION, CIRCULATION AND PARKING. <br /> <br />Impact D.1: The Project would increase vehicle delays at the Woodside <br />Road/Broadway intersection. (Significant) <br /> <br />Mitigation D.1 a: The Project sponsor and the City of Redwood City shall <br />work with Caltrans to modify the traffic signal phasing at the intersection of <br />Woodside Road/Broadway to provide an overlap phase during which northbound <br />right turns would be made (with a green arrow) simultaneously with each of the <br />signal phases for left turns from westbound Woodside Road and from the <br />southbound US 101 off-ramp (U-turns from westbound Woodside Road and <br />southbound US 101 off-ramp would be prohibited). As part of this measure, <br />emergency vehicle signal pre-emption would be added to the traffic signal <br />control. The Project sponsor would pay its fair share of the cost of this measure. <br /> <br />Mitigation D.1 b: The Project sponsor would implement more aggressive <br />measures as part of the proposed Transportation Demand Management (TDM) <br />program. The Project sponsor would be fully responsible for this measure. <br /> <br />Finding D.1: Impact D.1 is Significant and Unavoidable because it is not <br />certain that Mitigation Measure D.1 a is feasible (Le., because the City of <br />Redwood City, as Lead Agency, could not implement the improvement without <br />Caltrans' approval. This intersection is in another agency's jurisdiction). Also, it <br />is unlikely that any combination of turning restrictions and geometric <br />enhancements would be able to improve traffic operating conditions at this <br />intersection. <br /> <br />Overriding Consideration D.1: The environmental, economic, social and <br />other benefits of the Project override the significant impact described above, as <br />more fully stated in the Statement of Overriding Considerations in Section 2 of <br />the Resolution. <br /> <br />Impact D.2: The Project would increase the traffic volume (left tums and <br />through) on the westbound approach to the Veterans Boulevard/Woodside Road <br />intersection, which would increase backups into the westbound through lane, <br />creating potentially unsafe conditions.
