11. Notices. Status. In the performance of services hereunder, Contractor shall be, and <br />is, an independent contractor, and shall not be deemed to be an employee or agent of <br /> <br />City. <br /> <br /> 13. Nonassignability. Contractor shall not subcontract, assign, sell, mortgage, <br />hypothecate, or otherwise transfer Contractor's interest or obligations in this Agreement <br />without the express prior written consent of the City. <br /> <br /> 14. Dispute Resolution. In the event any dispute arises out of the <br />interpretation of, or performance under, this agreement, either party may request that <br />said dispute be submitted to mediation.
