<br />Item No.1 (conti nued) <br /> <br />In response to questi on, Ms. Jones-Thomas reported that she was ad vi sed by the <br />City of Oakland that they have a contract compliance staff separate from the <br />Redevelopment Agency which handles monitoring and that they also told her they <br />do not monitor on a "spot check" basis. <br /> <br />Mr. Adams said that he had previously represented the Alameda BTC and <br />suggested that Oakland does use a random check monitoring system, stating that <br />the contract compliance staff there must also monitor other aspects of policy <br />such as affirmative action. <br /> <br />Mr. Gilmore said that the BTC ~uld be willing to change their proposal so <br />that single-family homes would not be included in the pol icy. <br /> <br />In response to question Mr. Schricker said that the City monitors contracts <br />now, noting that if payrolls are to be required, there must be a reason to do <br />so. <br /> <br />M/S: Chandler/LaBerge that in place of Paragraph (b) in the proposed <br />resolution that the Building Trades Council's Paragraph B(b) be substituted <br />with the threshold to be $100,000 and that construction or rehabilitation of <br />single-family homes be excepted from the policy, irrespective of construction <br />costs; and also that staff report after six months on the costs of monitoring, <br />1 it i gat ion, et c. f or the po 1 icy. <br /> <br />AMENO'v1ENT: Councilman Chandler, with the consent of hi s second, amended the <br />motion to state that construction or rehabilitation of only one single-family <br />dwelling is intended rather than a project of single-family homes. <br /> <br />The motion as amended failed on the following roll call vote: <br /> <br />Ayes: <br />Noes: <br /> <br />Directors Greenalch, LaBerge and Vice Chai rman Chandler <br />Directors Britschgi, Stangel and Chairman Claire <br /> <br />M/S: Britschgi/Stange1 to continue consideration of the prevailing wage <br />policy for a IIcooling off" period with regard to the items discussed and that <br />the matter be referred to staff and brought back 1 ater for further <br />con s i derat ion. <br /> <br />The motion carried on the following roll call vote: <br />Ayes: Directors Britschgi, Chandler, LaBerge, Stangel and Chairman Claire <br />Noes: Director Greenalch <br /> <br />MINUTE ORDER NO.
