3. PLEDGE OF ALLEGIANCE - Ira Ruskin, Council Member 4. INVOCATION - Pastor Dennis Logie, Sequoia Christian Church 4a. SPECIAL ORDERS Mayor Ira acknowledged Council Member Howard for 10 years of service, Vice Mayor Pierce for 5 years of service and Council Member Hartnett for 10 years of service. 5. ORAL COMMUNICATIONS AND CONSENT CALENDAR Maria Diaz Vivian thanked Council Member Ruskin for the many years of service to the community on behalf of the Latino community, in particular, and on behalf of the minority community and the Stambaugh - Heller Neighborhood Association of Redwood City. She stated that he has served the city well, has been a voice to speak at times of concern such as when the Jewish temple was vandalized. She expressed her hope that Council Member Ruskin serves the State of California as well as he has the citizens of Redwood City and takes the ethical status that is so much a part of him. She stated that the residents of Santa Clara are really benefiting because he is a top notch, quality and ethical man who has been her friend over the years. She stated that he has also mentored members of the Council that will continue to serve the City well and although going to the State level, Council Member Ruskin will still serve Redwood City. M/S Hartnett/Foust to waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items. The motion passed by a unanimous roll call vote. 5.1 Section — Motions A. Approve the Joint City Council and Redevelopment Agency Meeting minutes of November 8, 2004 as submitted; (301) MINUTE ORDER 04 -210 B. 2004 -2005 Cost Shared Sidewalk Repair Project (304) Recommendation: By Motion, ratify the annulment of the award of contract to J.W. Riley and Son, Inc., of Emeryville, CA, for the 2004 -2005 Cost Shared Sidewalk Repair Project, in the amount of $279,500.00, and award the contract for the 2004 -2005 Cost Shared Sidewalk Repair Project to Vanguard Construction, Inc., of Oakland, CA (the second lowest bid) in the amount of $336,250.00.
