Item No. 1 (continued) <br />In response to question, Mr. Addiego said that there are publicly maintained <br />lines in the first unit of Seaport Centre, but that they are in a maintenance <br />district assessment district so that funds are collected for the public <br />maintenance. <br />Mayor Claire invited anyone else present who wished to speak to do so. No <br />one wished to speak. <br />M /S: Britschgi /Greenalch to close the public hearing. <br />Carried unanimously by voice vote and the public hearing closed at 9:12 p.m. <br />In response to request to do so, Mr. Levin stated for the record that he is <br />in agreement with Planning Commission Conditions D.2. (storm drains), E.8. <br />(sewer) and the part of F.2. relating to water line placement and that the <br />only item presently at issue relates to the part of F.2. regarding fire <br />hydrant runs. <br />M /S: Britschgi/ that the subject appeal relating to the fire <br />hydrant runs condition be denied. <br />The motion failed for lack of a second. <br />M /S: Chandler /Bury to reverse the decision and grant the subject appeal with <br />the fire hydrant runs to be public and maintained as a public facility. <br />AMENDMENT: At the request of Councilman Greenalch, and with the consent of <br />his second, Vice Mayor Chandler agreed to amend his motion to state that the <br />fire hydrant runs shall be public and designed and constructed according to <br />the specifications of the City Engineer and maintained by the City of Redwood <br />City, provided proper easements are granted to the City. <br />AMENDMENT: At the request of his second, Vice Mayor Chandler also accepted <br />an amendment to his motion to state that the design of the water line be <br />reconsidered according to the recommendations of the City Engineer with <br />regard to length and a more direct connection. <br />FINDING: and that the following finding is made, <br />"The public health, safety and necessity require that the fire hydrant <br />runs (supply lines) and hydrants for the Seaport Centre Unit 3 <br />Subdivision shall be publicly owned, maintained and repaired, in that the <br />improvements to be served thereby are similar in location and use to <br />those traditionally served by public facilities, that is, i.e., will be <br />situated on separately subdivided parcels of land and will attract <br />relatively large groups of people; likewise, the proposed development <br />does not lend itself to private preventative maintenance of such <br />facilities, since no provision has been made for a landowner association <br />or other permanent organization to provide such maintenance." <br />Mayor Claire stated for the record that he will vote against the motion, <br />because he would prefer to give the matter more study. <br />Reg.Mtg. <br />2/2/87 MINUTE BOOK NO. 47 <br />Page 3 Page No. 29 <br />
