Item No. 11 (continued) <br />M /S: Greenalch /Britschgi to spend $15- 20,000 to have outside professional <br />scientific sampling research done of the knowledge and opinions of our <br />constituency with regard to general obligation bonds, of the level of support <br />which might exist for various projects, and to determine the possibility of <br />success of a bond measure for the purpose of constructing the Fifth <br />Avenue /Bayfront Canal Project and /or other capital projects. <br />Carried unanimously by voice vote. <br />MINUTE ORDER NO. 87 -34 <br />M /S: Bury /Stangel to approve $120,000 for the preliminary design for the <br />Bayfront Canal project as described by the City Engineer. <br />Carried unanimously by voice vote. City Council /Mayor Procedures (scheduled for <br />discussion per Council action 1/26/87) <br />Report from City Manager and Councilman Greenalch 2/6/87 entitled Strategic <br />Planning <br />Vice Mayor Chandler explained that part of Item 12 was to be submitted by <br />Mayor Claire, but in his absence Council will discuss the report re Strategic <br />Planning as it relates to procedural matters. <br />Councilman Greenalch presented the report. He said Council's role and <br />function would be: 1. It would be Council's responsibility to select what <br />it considers to be the key issues facing the City; 2. It would be the <br />Council who would look at the Mission Statement; and 3. Council should be <br />willing to commit itself to one council meeting a month to look at key issues <br />and get progress reports on them. <br />Discussion followed regarding the wording of the statement, the suggestion <br />that the committee give the Council a working plan, dates and times so that <br />Council could develop a strategic plan and go forward with it; and the need <br />for the strategic plan to be redefined. <br />In response to questions regarding additional costs and staff time, City <br />Manager Smith said there would be no monetary cost and it would not be an <br />additional burden to staff. The cost will be in terms of time of the Council <br />and Planning Commission and committee. <br />CONSENSUS: Vice Mayor Chandler determined that the consensus of Council is <br />that Council wants to proceed with Strategic Planning and that at the next <br />Council meeting, February 23, the committee will submit a continuation of the <br />next steps, including the definition of Strategic Planning. <br />Memo 2/10/87 <br />----------------------------------------------------------------- - - - - -- <br />Reg.Mtg. <br />2/9/87 <br />Page 5 <br />MINUTE BOOK NO. 47 <br />Page No. 39 <br />
