Wagstaff and Associates Contract Exhibit "A"
City of Redwood City Bait Island Road Development EIR
October 25, 2001 Page 11-20

cumulative water demands, the adequacy of the existing supply and distribution system to
accommodate these increases, and associated mitigation needs will be identified.

3. Schools. The current location, capacity, and enrollment of existing and planned school
district facilities serving Redwood City will be concisely described, based on information
received from the school district. Project impacts on school facilities serving the community,
and associated mitigation needs will be identified.

4. Parks and Recreation. The general status of current parks and recreation facilities in the
City will be described, as will the project site's relationship to the San Francisco Bay Trail.
Project impacts on community-wide park and recreation needs will be generally assessed.
The project's effects on the adjacent segment of the San Francisco Bay Trail will be
evaluated. Associated mitigation needs will be identified.

5. Police. Existing station locations, beats, response time, officer-to-population ratio, and
related facilities and equipment adequacy will be described based on available information.
Potential project and cumulative impacts on police service demands, response times, and the
adequacy of planned personnel and facilities to serve these demands and associated
mitigation needs will be identified.

6. Fire and Emergency Medical Services. Existing fire station and EMS locations, response
times, backup service arrangements, firefighter-to-population ratio, ISO rating, fire hydrants
and available fireflow, and facilities and equipment adequacy to serve project and vicinity
needs will be described. Potential project and cumulative impacts related to increased
demands on fire and emergency medical services, the adequacy of existing and planned
personnel, facilities and equipment to serve the area, the adequacy of response times, and
the adequacy of proposed site-specific fire protection aspects (e.g., emergency vehicle access
provisions) will then be evaluated and associated mitigation needs will be identified.

7. Solid Waste Collection and Disposal. Current solid waste collection and disposal
services will be described based on contacts with program staff and available information.
The impact of project-generated service demands on the adequacy of solid waste service
abilities to serve these demands, and associated mitigation needs will be identified.

H. Soils and Geology (Wagstaff and Associates)

Development of the proposed project will subject additional people and improvements to
seismic groundshaking and differential settlement, geologic hazards that are common
throughout the Bay Area and much of California. The project site is also underlain by
shoreline soils (i.e., Bay. mud) prone to liquefaction, differential settlement, shrink-swell, and
corrosion. To the extent existing soils and geotechnical information on the project area allows
· (applicant reports, reports on adjacent and/or nearby properties, city studies, USGS and
CDMG information, etc.), the EIR will identify the soils and geologic conditions of the project
site, will describe the degree of potential adverse impact associated with project construction

WP51162-21MISCtOO13-2.
