<br />2. <br /> <br />Consideration of establishment of separate <br />Redevelopment Agency <br /> <br />Report: <br /> <br />City Manager 3/9/87 <br /> <br />In answer to question regarding expertise of the Council and staff, City <br />Manager Smith responded that staff and the board of directors are generally <br />novices who have been learning as they go along and have depended a great deal <br />upon outside consultants; that up to this time they have been dealing mostly <br />with procedural kinds of things; however the deeper the involvement the more <br />complex the negotiations will be and outside expertise will be relied on to a <br />much greater degree. He noted further that establishing the agency and the <br />project areas has been a substantial achievement and the negotiations worked <br />out with the County in terms of a split on tax increment has been extremely <br />benefi ci a 1. <br /> <br />Discussion followed on the advantages of Council retaining its redevelopment <br />powers, that knowledge has been gained and projects have been put together; <br />that it is Council's responsibility; that tt is a particularly sensitive area <br />of community development; and that a separate agency would add another layer <br />of people. <br /> <br />In response to question regarding the possibility of the Planning Commission <br />being designated the Redevelopment Commission, City Attorney Schricker <br />explained that the Planning Commission has a specific but very narrow, limited <br />function in the redevelopment process. Except where the Planning Commission <br />makes recommendation in that narrow concept, they are really not that involved <br />in redevelopment. He explained further that the agency is an arm of the State <br />and when a council is sitting as the redevelopment agency, it is no longer <br />acting in a city capacity. <br /> <br />CONSENSUS: Mayor Claire determined it to be the consensus of the Agency <br />Directors that the Agency remain the way it is.
