Item No. 1 (continued) <br />In answer to questions from Council, Supervisors Eshoo and Nolan, and Robert <br />Marks explained the acceptance of the issues' proponents to split off the <br />Bart proposal to be considered on its own; the benefit of buying property for <br />rights -of -way; how the San Francisco downtown extension will increase <br />ridership; the flexibility of the decisions on inclusions; the $14 million <br />trust fund for senior and disabled ridership; 1 ack of need for new <br />bureaucracy for administration; and the attraction of state and federal <br />monies to self -help counties, those willing to pay their share, such as San <br />Mateo County; how enabl ing 1 egi sl at on prevent s unal ter abl a program shi fts i n <br />the future; and how only presently sponsored projects, those begun before <br />this legislation, will be eligible. <br />Dr. Nancy Jewell Cross, of Clean Air Transport Plan, presented a report on <br />the need and feasibil ity of a light rail system in place of the proposal <br />recommended by the San Mateo Countywide Transportation Advisory Committee. <br />Dr. Cross refuted support by the California Transportation Commission for the <br />SMCTAC proposal, stating she had spoken to them and they support her regional <br />light r ai 1 plan instead. <br />Mr. Tom Jordan, Chairman of the Senior Affairs Commission reported that his <br />group has decided to take no stand at this time, and will wait to see if <br />there is support for seniors special ridership needs before making a <br />deci si on. <br />M/S : Britschgi /LaBerge to support placing on the November ballot the issue <br />of the 1/2 cent sales tax addition to fund Transportation im rovements in the <br />County of San Mateo. <br />Carried unanimously by roll call vote. <br />2.
