Item No. 13 (continued) <br />Planning Director Patterson presented slides illustrating concepts for the <br />proposed new city hall. <br />Mr. Smith said that he would recommend the additional funds required for a <br />new city hall come from tax increment through the Redevelopment Agency. <br />In response to questions, Mr. Pawloski said that the estimated difference <br />between cost of remodeling and cost of new construction is only $4.2 versus <br />$4.5 million; that disruption of the present city hall would be avoided; that <br />costs of an interim move would be eliminated; that a new building would meet <br />seismic code requirements, be energy efficient and more accessible to the <br />handicapped; and that the kind of costly surprises often found in the <br />renovation of old buildings would be avoided. <br />Discussion followed concerning the selection of architect in the event a new <br />building is approved and whether it might be preferable to continue with the <br />architect who prepared remodeling plans or consider making another selection. <br />Nita Spanqler, 970 Edgewood Road, suggested citizens be encouraged to comment <br />on their architectural preferences for such a major civic building. Mrs. <br />Spangler suggested council chambers would be desirable. <br />Richard Audsley, (Chairman Planning Commission) 146 Atherwood, said he <br />favors construction of a new building and urged that future growth of the <br />city be taken into consideration and room for expansion allowed. Mr. Audsley <br />suggested that council members and staff are best qualified to ascertain <br />their own needs and strongly recommended that Council Chambers be included <br />in the project. <br />M /S: Greenalch /Stangel to approve the concept of constructing a new city <br />hall on the site of the library building. <br />Carried unanimously by voice vote.
