<br />Item No.2 (continued) <br /> <br />Timothy Munn, 506 15th Avenue, Menlo park, apprentice said that the union <br />requires training which includes safety on the job, while other workers <br />frequently have no knowledge of safety precautions. Mr. Munn said that the <br />prevailing wage rates are paying for qualified workers. <br /> <br />In response to question, James Hildebrand, attorney assisting the Agency, <br />advised that the Agency might not have the power to require prevailing wages <br />with regard to private developers on private property, if no public funds are <br />involved. In further response to question, Mr. Hildebrand said that the <br />Agency would be required to monitor construction companies, if prevailing wage <br />rates are established, and the State provides any necessary enforcement. <br /> <br />M/S: Greenalch/Chandler that the Redevelopment Agency establish as its policy <br />that prevailing wages will be required on all construction activities in which <br />there is either a disposition and developmnt agreement or the Agency is <br />involved through the transfer of land or a significant involvement of Agency <br />funds and also, that staff be directed to work out the details of such a <br />policy, including a threshold requirement that would trigger that fund level. <br /> <br />Carr i a:J una ni mous 1 y by ro 11 ca 11 vote. <br /> <br />Director Britschgi requested that the cost of monitoring the prevailing wage <br />rate requirement be included in the staff report directed by the motion. <br />MIN UTE ORDER NO.
